Bac Ninh continues to strongly improve the investment and business environment, creating the premise to attract large investors (*)

The investment promotion conference and the awarding of investment certificates at the same time as the groundbreaking of social housing are very meaningful activities of the province to celebrate the 80th anniversary of the August Revolution and National Day September 2. Coming up, on August 19, together with the whole country, Bac Ninh will continue to start, break ground, inaugurate and launch many important and key projects of the province as well as the country.

The speech of the Permanent Deputy Prime Minister acknowledged the results that the Party Committee, government, people and business community of the province have strived to achieve in the past time; at the same time, affirmed the trust of the Party and State leaders in the political system as well as the Party Committee, government and people of Bac Ninh province.

Reporting to the Deputy Prime Minister and delegates, in the first 7 months of the year, Bac Ninh province attracted investment with a total investment capital of 9.9 billion USD. Regarding foreign investment, the total investment attraction value was 3.99 billion USD, ranking first nationwide. The import and export value ranked second nationwide, after Ho Chi Minh City. In July alone, we have become the locality with the highest export value in the country.

Budget revenue up to this point has reached 82.5% of the target assigned by the Government; it is one of the top localities nationwide in terms of public investment disbursement rate.

It can be affirmed that the results of the first 7 months of the year create a very exciting and solid premise for completing the plan targets for the whole year 2025 as well as the goals set before the Provincial Party Congress for the 2025-2030 term.

44 projects were granted investment certificates today along with 2 committed projects with a total investment capital of 7.24 billion USD, of which 6.9 billion USD were granted investment certificates along with 300 million USD committed in the near future, which will be a strong driving force for the province's development.

As the Deputy Prime Minister noted and informed, the national development strategies have a strong impact on the province's development and are a great driving force for the province in the coming time.

Looking at the overall picture of the 44 projects granted investment certificates today, the special point is that in addition to attracting investment in the high-tech sector, especially the semiconductor industry and the industrial sector, this time the investment certificates have been granted with many new breakthroughs, which will fill the gaps in the socio-economic development of Bac Ninh province in the recent past.

That is the granting of a series of investment certificates and the selection of investment policies and investors for urban, commercial, service, tourism and entertainment areas. Many large, key and focal projects create a boost for the development of commercial and service urban areas. This is the driving force for us to complete and improve the ecosystem from the development of large-scale industry and trade associated with entertainment and tourism, especially promoting cultural tourism.

In order to effectively implement strategic directives, especially the province's development strategy in the coming time with a long-term vision, the Deputy Prime Minister suggested many contents. These are very fundamental contents for the Provincial Party Executive Committee to absorb and include in the draft, complete the Political Report and at the same time include in the Action Program to implement the Resolution of the Provincial Party Congress for the term 2025-2030.

On behalf of the provincial leaders, I would like to seriously accept the profound direction of the Deputy Prime Minister.

The plan is to attract at least 6 billion USD of FDI capital and over 12 billion USD of domestic investment capital by the end of 2025. The implementation of Gia Binh airport in the near future, when the investment policy is officially approved by the National Assembly, along with a series of supporting infrastructure projects, is expected to attract tens of billions of USD of investment capital.

Bac Ninh aims to maintain its number 1 position nationwide in industrial production value, second nationwide in import and export value, and is one of the localities with strategic transport infrastructure, urban space, tourism services, and strongly developing health care and education, with annual budget revenue increasing by over 20%. In 2025, budget revenue is expected to reach at least 66,000-68,000 billion VND, and by 2030, it will reach over 100,000 billion VND.

Provincial Party Secretary Nguyen Van Gau and Provincial People's Committee Chairman Vuong Quoc Tuan awarded the Investment Certificate to SUN GROUP Corporation.

To successfully implement the 2025 socio-economic development plan and the goals of the upcoming Bac Ninh Provincial Party Congress for the 2025-2030 term, the provincial leaders will focus on directing and resolutely and drastically implementing the goals, especially with high determination in administrative reform and directing operations with specific products.

In particular, efforts are focused on implementing the Politburo's resolutions in the right direction through policies to create the most favorable environment for the development of private enterprises in the field of science and technology; at the same time, comprehensive digital transformation in all fields.

Bac Ninh strives to be one of the leading localities in comprehensive digital transformation; at the same time, it focuses on improving technical infrastructure, social infrastructure, strategic transport infrastructure, and industrial infrastructure. It is committed to ensuring power sources and quality for industrial production.

For the field of high-tech industrial investment, clean production, smart production, the province will create the most favorable conditions to attract large investors. At the same time, develop the social infrastructure system to meet the needs of human resource development.

According to the Government's Project, Bac Ninh province is assigned the target of developing 147,000 social housing units in the Project of 1 million social housing units nationwide. The province's target accounts for 14.7% of the total national target, which is a very large number. In 2025 alone, the province must strive to complete at least 16,000 social housing units. Up to this point, Bac Ninh has only achieved over 52%. Thus, from now until the end of the year, the social housing projects under implementation must be actively implemented.

For 71 social housing projects under implementation with a total scale of 102,000 units, 31 projects have been completed and 20 projects are under implementation, the remaining 20 projects are undergoing procedures, and will have to be accelerated in the coming time so that the province has a social infrastructure system to serve the development of workers.

At the same time, the province focuses on training high-quality human resources, especially semiconductor engineering and trade service human resources to serve the development of urban areas and trade service areas.

Continue to implement the Resolution of the Provincial People's Council on supporting 50% of tuition fees for students from intermediate to university levels in semiconductor and near-semiconductor majors. This is a very special Resolution demonstrating the province's interest in investing in human resources to serve the development of high-tech industry, especially semiconductor industry, to make the province become the leading semiconductor industrial production center of the country.

The province also promotes investment attraction and planning of university urban areas in areas and locations with room for development to focus on creating high-quality human resources. At the same time, always listen to and resolve difficulties and problems of businesses in the shortest time; along with that, social security policies must be implemented in parallel with socio-economic development.

Today's event marks a new stage in the development and promotion of investment attraction of the province in the coming time. We hope and expect that with the attention of the Party and State leaders, the coordination of the central ministries, branches and localities; the efforts of the business community, the consensus and support of the people and the entire political system, Bac Ninh will complete the goal of becoming a centrally-run city before 2030 with a smart, modern urban area, the people's lives will be increasingly improved and happy.
