Practical cooperation based on shared interests.
During their working visit, the delegation from Xaysomboun province attended three thematic conferences jointly organized by the Department of Agriculture and Environment of Bac Ninh province, focusing on the following areas: land management, environmental protection, and management and operation of irrigation systems.

In the field of land management, a notable achievement was the delegation members' systematic approach to building and improving the legal framework, particularly their experience in implementing the 2024 Land Law.
The working group gained a clearer understanding of the process of developing land use plans and strategies in a synchronized and long-term manner; and a clearer understanding of the role of controlling land use conversion, especially for agricultural and forest land. The experience in building a land database, digitizing information, and connecting it with online public service systems was identified as a suitable direction for the province to gradually modernize its management practices and reduce reliance on traditional manual methods.
Regarding environmental protection, the delegation gained insight into the holistic management model, from policy formulation to implementation. In particular, the solutions for mobilizing social resources and promoting community involvement in waste sorting and treatment at source were deemed highly suitable for the limited budget of Xay Som Bun.
Models like "clean house, beautiful garden," household organic waste management, or the movement to reduce the use of plastic bags are also easy-to-implement, low-cost solutions that yield long-term results and are suitable for the dispersed population in the mountainous areas of the province.
In the field of irrigation, the members approached a management model that clearly defined responsibilities between the State, enterprises, and the community. The delegation paid particular attention to how Bac Ninh operates its reservoir, pumping station, and canal systems flexibly, serving both agricultural production and meeting the needs of the people and preventing natural disasters.
Ms. Vieng Kham-Khut Savanh, Head of the Water Resources and Meteorology Department, said: “In Xaysomboun province, many areas still depend on rainwater and lack proactive irrigation systems, so the experiences of Bac Ninh are very practical and help us gradually overcome the water shortage during the dry season.”
A notable point highlighted throughout the trip was the similarity between the two provinces in terms of natural conditions, land characteristics, climate, and agricultural production. Xay Som Bun is a mountainous province still facing many difficulties, while Bac Ninh has a rapid development rate. However, both are clearly affected by the tropical monsoon climate, possess a system of rivers and streams, rice paddies, and require agricultural development linked to sustainable land and water resource management. This similarity has created favorable conditions for Xay Som Bun province to research, select, and apply appropriate practices, rather than merely using them as general references.
Building connections at the grassroots level, spreading friendship.
At the conferences, leaders of the Bac Ninh Provincial Department of Agriculture and Environment affirmed that the province's achievements are the result of a long process of accumulating experience. Sharing with Xaysomboun province not only signifies cooperative development but also demonstrates responsibility in fostering the special friendship between the two countries. Based on similarities in natural conditions and production, the two localities can fully develop in-depth cooperation programs, focusing on practical areas that bring direct benefits to the people.

Mr. Vat-Cha Lon Phon, Deputy Director of the Department of Agriculture and Environment of Xaysomboun Province and Head of the delegation, expressed his appreciation for the warm welcome from Bac Ninh Province and highly valued the practical experiences shared by the locality. “This working trip has provided us with much valuable knowledge and experience. In particular, the models from Bac Ninh have many similarities to the natural conditions of our province, therefore the potential for practical application is very high. Xaysomboun Province will select suitable content to implement pilot projects, initially in land management and the development of irrigation systems to serve agricultural production.”
At the conclusion of the working visit, both sides agreed to further strengthen cooperation, focusing on key areas such as sustainable agricultural development, efficient resource management, environmental protection, and climate change adaptation. In addition, the transfer of science and technology and enhanced information exchange were also prioritized.
The delegation's visit and work coincided with the official visit of Comrade Tran Cam Tu, Member of the Political Bureau and Standing Secretary of the Central Committee of the Communist Party of Vietnam, to the Lao People's Democratic Republic (April 9th and 10th). In this context, cooperation between Bac Ninh and Xaysomboun provinces became a crucial link, contributing to the realization of high-level agreements and strongly affirming the determination of the leaders of both countries to continue nurturing and strengthening the good traditional friendship between Vietnam and Laos.
