The silent front
In the strategy of “peaceful evolution”, hostile forces have identified attacking the cultural and ideological front as a “breakthrough” and “deep thrust” to sabotage the Vietnamese revolution. “Cultural invasion” is a form, a vicious trick and a dangerous weapon in the strategy of “peaceful evolution”. This is a war without gunfire, but the consequences are unpredictable and dangerous, silently but quickly spreading like a virus from the cultural realm to politics due to the phenomenon of distorting the system of cultural values and human standards of Vietnam, ultimately leading to the risk of changing the nature of the regime and losing the leadership role of the Party.
Resolution 5 of the Central Committee (VIII Session) on “Building and developing an advanced culture with strong national identity”, our Party has clearly identified: “The evils of worshipping foreign countries, disregarding national cultural values, pursuing a pragmatic lifestyle, selfish individualism... are harming the nation's fine traditions and customs”. Directive 46-CT/TW dated July 27, 2010 of the Central Party Secretariat on “Fighting against the infiltration of harmful cultural products that destroy social morality” once again emphasized: “Many harmful cultural products from outside have infiltrated our country through many channels, having a very negative impact on the ideology, morality, lifestyle, psychology, and behavior of a part of the people, especially the young generation; destroying and eroding the foundation and good moral values of the nation”.
Young people are the main target of “cultural invasion” and “peaceful evolution” tricks because they are the most easily provoked and enticed, especially in cyberspace, where they become the target of fake news traps, fabrications, and toxic “garbage”. These uncultured products are sometimes “painted rosy” through the lens of art, becoming attractive and becoming “trends” among young people. Along with that, the phenomenon of idolatry, especially online “idols”, “Idols”, “KOLs” who lack real talent, even have complicated and arrogant backgrounds, often spreading a hedonistic lifestyle, disregarding traditional values, promoting anti-cultural anduneducated behavior, is leading a deviant lifestyle among young people. Many young people, after absorbing hybrid culture, turn around and criticize traditional national values as backward.
Located in the northeastern part of the country, the only locality of Vietnam that has both land and sea borders with China, and is the gateway for Vietnam's trade with the ASEAN region and the world , Quang Ninh is identified as the "outpost", facing the earliest and most fiercely traditional and non-traditional forms of encroachment. Therefore, Quang Ninh is the "fence", the "fortress" that protects the country from the beginning, in times of war, peace and culture.

According to Prof. Dr. Pham Hong Tung (Institute of Vietnamese Studies and Development Sciences, Vietnam National University, Hanoi), Quang Ninh is a locality facing many diverse, complex and specific cultural security risks. Therefore, first of all, Quang Ninh needs to fully identify its resources and have development policies so that cultural resources are not violated or eroded. Second, is the issue of ensuring and preserving the cultural identity of the entire community and of each ethnic group. At the same time, Quang Ninh needs to properly resolve issues related to the phenomenon of ethnic groups crossing national borders and cross-border tourism. Third, the process of strongly transforming the growth model from “brown” to “green”, taking the lead in opening up, innovation, and integration with the region and the world, in addition to opportunities, also poses challenges of the times regarding cultural security for Quang Ninh when some elements of the old cultural life are gradually eliminated and a new cultural life will be gradually established. If we do not have the right way of behaving with traditions and cultural heritage associated with the growth model, we will be depriving ourselves of valuable cultural resources.
Building a popular position on the cultural front
Recognizing the challenges of cultural security, closely following the Central's instructions, Quang Ninh has firmly built a "tripod" to ensure harmonious development based on 3 pillars: Nature - Culture - People. Putting culture on par with economy, politics, and society to correctly and accurately determine the focus, key points, balance, harmony, and effectiveness of investment. The Resolution of the 15th Provincial Party Congress identified building a culture rich in Quang Ninh's identity as a breakthrough. From Resolution 11-NQ/TU dated March 9, 2018 of the Provincial Party Committee, clearly defining the goal of building Quang Ninh people to meet the requirements of sustainable development to Resolution 17-NQ/TU dated October 30, 2023 of the Provincial Party Committee, it continues to add the viewpoint: Promoting cultural values, human strength to become an endogenous resource for rapid and sustainable development. Born from practical requirements, the resolutions easily enter life, spreading the value system of Quang Ninh with the following characteristics: Beautiful nature, Unique culture, Civilized society, Transparent administration, Developed economy, Happy people, and fostering the qualities of Quang Ninh people: "Courage, Self-reliance, Discipline, Solidarity, Loyalty, Generosity, Creativity, Civilization".

Protecting the cultural "border" in the digital age is identified as an urgent task, mobilizing the active participation of all people to create a solid position of people's hearts. Every Quang Ninh citizen needs to clearly understand the precious cultural values of their nation and locality, and be a soldier on the cultural front. To do so, the work of educating, nurturing, and developing people comprehensively in terms of health, personality, and intelligence needs to continue to be identified as a top priority task. All levels and sectors need to take advantage of modern science and technology, artificial intelligence (AI) in the work of propagating and educating revolutionary ideals and the value system of Quang Ninh province. From here, create leverage to help improve efficiency, spread confidence, and arouse the spirit of dedication of each citizen in general for a prosperous, beautiful, and sustainable Quang Ninh.

The first national workshop on heritage economy held in Quang Ninh in December 2024 marked a strong change in the province's thinking about culture and heritage economy. The scientific workshop provided comprehensive and profound theories on Quang Ninh culture, which is not only the pride of the nation and community but also a resource for economic development. Experts expect that after this workshop, Quang Ninh will issue a strategy for developing cultural and creative industries with a system of specific and suitable solutions to lead the province's economy to develop in the new era, while providing effective weapons to protect the Party's ideological foundation in the cultural field.

On that basis, the cultural industry will be a soft attack to help Quang Ninh shift from passive defense to proactive attack to protect the Party's ideological foundation early and from afar. When traditional festivals, music, cuisine, and fashion are modernized, the identity will become an attractive cultural and artistic product that attracts all people at home and abroad; foster national pride, enhance cultural "resistance" for young people and reduce dependence on toxic foreign products. Moreover, when the cultural industry is strongly connected with digital media, it can both refute false information and spread and "export" positive values and images of Vietnam and Quang Ninh to the world, creating a "dual driving force" for preserving identity and promoting sustainable development.
Vivid evidence for the strategy of developing cultural industry in Quang Ninh is the birth of a series of music stages onshore and in Ha Long Bay, Ha Long Carnival Festival, Truc Lam Cultural Center, "Nuong Village" at the foot of Yen Tu and "living museums" linking ethnic minority culture with tourism in Ha Long, Uong Bi, Binh Lieu, Tien Yen, Van Don... These creative spaces prove that Quang Ninh is concretizing the soft attack by forming new cultural values, rich in popularity but still deeply rooted in tradition.

President Ho Chi Minh once said: "Culture lights the way for the nation to go". The late General Secretary Nguyen Phu Trong also emphasized many times: "If culture exists, the nation exists". The cultural "border" is invisible but is the most solid fortress. It is a front without gunfire but determines the survival of the nation. Culture is the root and also the destination of socialism. Protecting the Party's ideological foundation and fighting against "cultural invasion" is protecting a part of the nation's soul, a sacred responsibility of all Vietnamese people and especially the young generation, the future owners of the country.
