Proposal to stop Ly Ton flood overpass project due to slow implementation

The leader of the Quang Tri Province Construction Investment Project Management Board confirmed that he has proposed that the competent authority consider stopping the investment policy for the Ly Ton flood overpass project in Ta Long commune.

This project was approved for investment by the People's Council of Quang Tri province on March 28, 2023, with a total investment of nearly 11 billion VND, from the central budget to overcome the consequences of natural disasters in 2022, and implementation time in 2023.

After receiving capital from the Provincial People's Committee, the Quang Tri Provincial Construction Investment Project Management Board simultaneously deployed work items to speed up progress and disburse the allocated capital, however, the progress did not meet requirements for many reasons.

The first reason is that the project of the people's bridge over the flood was approved by the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment ) and the People's Council of Quang Tri province to be piloted in the province. Therefore, the Ly Ton flood bridge project needs to be reviewed and appraised to ensure economical and effective capital sources as a basis for advising the Provincial People's Committee to report to the Ministry to replicate the model. Therefore, the project took a long time to edit the design documents according to the opinions of the appraisal agency, and the implementation process went through many steps.

It was not until September 8, 2023 that the People's Committee of Quang Tri province approved the plan to select a contractor for the Ly Ton flood overpass. Immediately after that, the Quang Tri Provincial Investment and Construction Project Management Board urgently organized and completed the procedures for selecting a construction contractor.

After 54 days with 2 bidding rounds, on November 4, 2023, the Quang Tri Provincial Investment and Construction Project Management Board approved and signed a contract with the construction unit. The construction contract implementation period is 55 days from the date of site handover (excluding impacts due to weather and force majeure conditions).

On November 8, 2023, the Quang Tri Provincial Construction Investment Project Management Board handed over the site markers to the construction unit. However, this was the peak time for floods and rains, and the river water was high and dangerous, so construction could not be carried out.

Furthermore, site clearance is difficult. The 130-meter-long road at both ends of the bridge is mainly land belonging to 4 households and 1 community center... which has not been cleared by the local government.

The Quang Tri Province Investment and Construction Project Management Board said that up to now, the Ly Ton flood overpass project has disbursed more than 892 million VND (including survey costs, technical economic reports, survey tasks, survey supervision, appraisal, construction insurance, etc.). The remaining capital has not been disbursed and has been returned to the budget.

On January 3, 2024, the People's Committee of Quang Tri province submitted a proposal to the Prime Minister, the Ministry of Planning and Investment, the Ministry of Finance, and the Ministry of Agriculture and Rural Development to extend the implementation period and disbursement of capital for this project. However, the Ministry of Planning and Investment did not agree because the central budget reserve for 2022 was extended for implementation and disbursement no later than December 31, 2023. If the prescribed time limit is exceeded, the budget estimate must be canceled and returned to the central budget. Therefore, it is impossible to continue using the capital source according to the approval decision for the Ly Ton flood overpass project.

Ms. Le Minh Thanh, Chairman of Ta Long Commune People's Committee, said that currently, more than 2,000 people from 5 villages of Ta Long Commune and a border guard station have to cross Ly Ton spillway bridge to reach the commune center. Ly Ton spillway bridge was built in 2007, 72 m long and 7 m wide. Every time there is heavy rain, flood water rises, causing the spillway bridge to be flooded, cutting off and isolating traffic. There have been people who were swept away by the water while trying to cross Ly Ton spillway bridge. To ensure safety, the commune's functional forces have to set up barriers, prohibiting people and vehicles from crossing Ly Ton spillway bridge whenever it is flooded.

“When we heard about the Ly Ton flood bridge project, the local government and people were very happy. Thinking about the day the bridge was built, people would travel more safely, no longer afraid of being separated by rain and floods. Moreover, a sturdy bridge would help people trade conveniently, develop the economy... thereby contributing to poverty reduction in the locality. However, the bridge has not been built for a long time, making people disappointed,” said Ms. Thanh.

According to Ms. Thanh, the government and people of Ta Long commune really hope that the competent authorities will soon come up with a plan to build the Ly Ton flood overpass.

Mr. Nguyen Thanh Binh, Director of the Quang Tri Province Construction Investment Project Management Board, said that in the coming time, the unit will coordinate with departments, branches, and localities to propose plans and seek capital sources to soon complete the Ly Ton flood overpass project, serving the needs of the people.
