Therefore, housing support is an important first step, but to help people escape poverty sustainably, there needs to be more fundamental and long-term livelihood policies.

With the strong direction of the Government and the Prime Minister , the participation of ministries, branches and the high determination of localities, the results of eliminating temporary and dilapidated houses nationwide are being recorded every day and every hour. As of June 18, 2025, according to data compiled from housing management software, 31 provinces and cities nationwide have completed the elimination of temporary and dilapidated houses (on June 14, 2025, 25 localities "reached the finish line").

At this time, localities are piloting the operation of Party committees, People's Councils, and People's Committees in communes and wards that have been newly arranged and reorganized according to the province's two-level local government model. With the spirit of "running while queuing", many localities that have not yet completed the goal of providing shelter to their people have piloted online meetings to eliminate temporary and dilapidated houses.

New commune and ward bridges in Thanh Hoa province attended the online conference to discuss the progress of housing construction for poor households and policy households.

Most recently (on the afternoon of June 17), Thanh Hoa province held a conference to pilot an online meeting on the progress of housing construction for poor households, policy households, and households with housing difficulties. The conference was connected online to 166 new commune-level bridges across the province.

Organizing online meetings is extremely necessary because in just a few days, the two-level government model will officially operate. Meanwhile, in Thanh Hoa province, the number of temporary and dilapidated houses that need to be removed is still quite large.

According to the report of the Department of Ethnic Minorities and Religions of Thanh Hoa province, as of May 2025, the total need for support in building and repairing houses in the province is 15,326 houses. By early June 2025, 12 localities in the province had completed construction; however, more than 1,900 houses in 14 localities still need to start construction to complete the goal of supporting housing for policy households before August 31, 2025 according to the direction of the Prime Minister in Official Dispatch No. 84/CD-TTg dated June 8, 2025.

In the middle of the poor land of Van Canh district, Binh Dinh province, a new spacious house has been built from the temporary housing elimination program, bringing joy and hope to the ethnic minorities here.

Like Thanh Hoa province, the urgent elimination of temporary and dilapidated houses is the common spirit of other localities to "reach the finish line" before August 31. In particular, not stopping at giving shelter to the people, localities have also focused on synchronously implementing policies to help people develop the economy and escape poverty sustainably.

For example, in Van Canh district (Binh Dinh), from the beginning of 2025 to now, the whole district has 419 households supported to eliminate temporary and dilapidated houses. An effort of Van Canh district in particular, and of Binh Dinh province in general in eliminating temporary and dilapidated houses is that, for households that are unable to pay, in addition to the general rate (60 million VND/household for new construction and 30 million VND/household for repair), they will also receive an additional support of 20 million VND for new construction and 10 million VND for repair households.

In particular, Van Canh district has a "special privilege" in eliminating temporary and dilapidated houses in Canh Tien village - an area considered an "oasis" of the district. Accordingly, in addition to the general support level, 18 households still living in temporary and dilapidated houses in Canh Tien village are supported with an additional 34 million VND/household to build new houses.

Along with housing support, Van Canh district has focused on helping people, especially ethnic minorities in the area, have a "fishing rod" to escape poverty sustainably. Accordingly, in addition to providing livelihoods, granting land for production, and providing preferential loans from the Social Policy Bank, the district also coordinates with enterprises in the Industrial Park in the area to provide vocational training associated with recruiting suitable workers.

Long-term livelihood

The approach of Van Canh district has also been effectively implemented by other localities in Binh Dinh province, thereby making Binh Dinh one of the first localities in the country to complete the elimination of temporary and dilapidated houses (officially announced on May 16); at the same time, making the province a bright spot in both providing shelter and creating livelihoods for the people.

The bright spots in eliminating temporary and dilapidated houses associated with creating livelihoods for people, especially ethnic minorities in remote areas, need to be widely replicated. Because this is an issue that the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide pays special attention to, and is also a concern of local authorities.

At the seminar "Warm homes for compatriots: Extraordinary efforts" organized by the Government Electronic Information Portal on June 3, the Deputy Minister of Ethnic Minorities and Religions - Member of the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide, said that most of the households receiving housing support live in areas with particularly difficult economic and social conditions.

"Housing support is an important first step, but to help people escape poverty sustainably, there needs to be more fundamental and long-term livelihood policies," Deputy Minister Nong Thi Ha affirmed.

Sharing the same view, Ms. Vo Thi Minh Sinh, Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee, Head of the National Assembly Delegation - Deputy Head of the Steering Committee for Eliminating Temporary and Dilapidated Houses in Nghe An Province, shared: Completing a house is just the first step, the starting point for a longer-term support process so that people can stabilize their lives. According to Ms. Sinh, after having a stable place to live, people really need livelihood support policies such as providing seedlings, livestock, vocational training, job referrals... to help them rise out of poverty.

To calculate the long-term livelihood for disadvantaged households to escape poverty sustainably, according to Deputy Minister of Ethnic Minorities and Religions Nong Thi Ha, in the coming time, it is necessary to continue to invest synchronously, especially in transport infrastructure, telecommunications and power grid, to help people have better access to social services and improve their ability to respond to natural disasters and climate change. Localities also need to develop vocational training plans, create jobs on the spot or send workers to industrial parks and economic centers; at the same time, pay attention to supporting vocational training for children of poor households to have stable jobs in the future.

The contents that Deputy Minister Ha mentioned have been and are being continued to be implemented in programs and projects from the State budget, especially the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period (National Target Program 1719) and the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period. Currently, both of these programs are being actively implemented by ministries, branches and localities in the context of both drastic arrangement and merger of administrative units, while ensuring the growth target for 2025 and the entire 2021-2025 term.
