In the heroic atmosphere of the historic autumn days, the whole country joyfully celebrated the success of the 80th National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025), the entire Party, the entire army and the entire people competed to achieve achievements towards the 14th National Congress of the Party. With the consent of the Politburo and the Secretariat of the Central Committee of the Communist Party of Vietnam , today, the Cao Bang Provincial Party Committee solemnly organized the 20th Congress of Delegates, term 2025 - 2030.
The Congress was honored to welcome General Luong Tam Quang, Politburo member, Minister of Public Security, on behalf of the Politburo and the Secretariat, to attend and directly direct the Congress; representatives of leaders of central departments, ministries, branches and neighboring provinces; Vietnamese Heroic Mothers, Heroes of the People's Armed Forces and distinguished guests. In particular, the Congress was attended by 399 official delegates who are outstanding party members representing more than 63,000 party members in the entire Party Committee, who attended and decided the success of the Congress.

The Congress was extremely honored to receive the affection and beautiful flower baskets from Comrades To Lam, General Secretary of the Central Committee of the Communist Party of Vietnam; Luong Cuong, Politburo member, President of the Socialist Republic of Vietnam; Pham Minh Chinh, Politburo member, Prime Minister of the Socialist Republic of Vietnam; Tran Thanh Man, Politburo member, President of the National Assembly of the Socialist Republic of Vietnam. In this solemn moment, with infinite pride and respect, the Congress respectfully remembers the great President Ho Chi Minh, the genius leader of our Party and people, the founder, leader and trainer of our Party, Hero of National Liberation, World Cultural Celebrity. His ideology, morality and style, together with Marxism-Leninism, are the ideological foundation and compass for all actions of the Party and the Vietnamese revolution, and are an extremely great and precious spiritual asset, forever illuminating the revolutionary cause of the Party and the Vietnamese people.
The Congress respectfully commemorates generations of cadres, party members, soldiers, compatriots, comrades, and outstanding children of the country and homeland of Cao Bang who have devoted and heroically sacrificed in the cause of national liberation struggle, building and defending the socialist Vietnamese Fatherland.

Implementing the Charter of the Communist Party of Vietnam, Directive No. 45-CT/TW of the Politburo on Party Congresses at all levels towards the 14th National Party Congress, the Cao Bang Provincial Party Committee focuses on leading, directing and successfully organizing the congresses of grassroots and upper-level Party Committees to ensure quality, progress and set plans. The success of the Party Congresses at all levels is an extremely important premise, valuable lessons, and at the same time creates an exciting atmosphere to organize the 20th Provincial Party Congress, term 2025 - 2030.
In the process of preparing for the 20th Provincial Party Congress, the Provincial Party Executive Committee has always received close and timely attention, direction and guidance from the Politburo, the Secretariat and the Central Committees, ministries and branches. With a high sense of responsibility, the documents submitted to the Congress were carefully and seriously prepared, promoting collective intelligence, fully and deeply absorbing valuable and enthusiastic contributions from the Central Committee, Party organizations, unions, cadres, Party members, intellectuals, revolutionary veterans, former provincial leaders and people of all walks of life in the province. Today's documents are the crystallization of the political will, steadfast belief and aspiration for innovation of the entire Party Committee, government and people of all ethnic groups in Cao Bang province; demonstrating the vision and aspiration to rise strongly, creating a solid foundation for Cao Bang to develop rapidly and sustainably.

Looking back on the development journey over the past 5 years, in the context of many advantages, but also many difficulties and challenges intertwined, with the close leadership and direction of the Politburo, the Secretariat, the National Assembly, the Government, the comprehensive attention and valuable help of the Central Committees, ministries, branches and provinces and cities across the country, the Party Committee, the government and the people of Cao Bang continue to promote the tradition of solidarity, demonstrate determination to overcome difficulties, seize opportunities, persevere in innovation, step by step concretize the Party's policies into life to organize synchronous implementation and achieve many important and outstanding results: The economic structure has a positive shift; GRDP per capita reached 50.73% million VND/year, 1.4 times higher than in 2020; tourism has flourished, gradually shifting from potential to substantial development, gradually becoming an important economic sector of the province; socio-economic infrastructure has been heavily invested, expanding development space; Resource management, environmental protection and climate change adaptation have been enhanced; social security has been ensured; the work of eliminating temporary and dilapidated houses and reducing poverty has achieved clear results; ethnic and religious work has been implemented synchronously and effectively; national defense and security have been ensured, social order and safety have been maintained; foreign affairs and international integration have been expanded, creating a favorable environment for socio-economic development tasks.
The work of building the Party and the political system has had positive changes, the operation of the two-level local government has been smooth and achieved initial positive results; the leadership capacity and fighting strength of Party committees and organizations at all levels, the efficiency, effectiveness and efficiency of management and administration of the government, and the quality of activities of the Vietnam Fatherland Front and socio-political organizations have been improved.
However, in addition to the achieved results, the province still faces some difficulties and shortcomings. Some important economic indicators do not meet the set plan, such as: GRDP growth rate, total investment capital in the area, GRDP per capita; small and fragmented economic structure; loose linkages between sectors, regions and markets; growth still mainly depends on public investment, has not promoted the driving role of the private economic sector; local financial resources are largely dependent on the central budget; some competitiveness assessment indicators, compared with other provinces in the country are still low, the rate of poor households in remote and isolated areas is still high, the risk of falling back into poverty is high; the effectiveness and efficiency of the political system are not uniform, the administrative apparatus has not strongly shifted to a service and creation model and there are still shortcomings; Political security and social order and safety on the border and in ethnic and religious areas still have potential factors, we need to be extremely vigilant.
Dear Congress!
The 20th Provincial Party Congress, term 2025 - 2030 is a particularly important event in the political life of the Party Committee, government and people of the province. The Congress has the following tasks:
Firstly, summarize and evaluate comprehensively, synchronously, objectively and deeply the results of implementing the goals and tasks of the Resolution of the 19th Provincial Party Congress, carefully analyze the advantages, point out the limitations, weaknesses and causes, on that basis draw valuable lessons in leadership and direction, and at the same time clearly identify strategic orientations, key programs, goals, tasks, solutions and specific action programs in the next 5 years and the following years to bring Cao Bang to comprehensive, fast and sustainable development.
Second, review the leadership work of the Executive Committee and the Standing Committee of the 19th Provincial Party Committee on performing functions and tasks according to the working regulations, the Party's leadership principles and leading the implementation of socio-economic development goals; ensuring national defense and security, Party building and the political system for the 2020-2025 term.
Third, discuss and contribute ideas to the draft documents to be submitted to the 14th National Congress of the Party and to the documents of the 20th Provincial Party Congress, term 2025 - 2030.
Fourth, in electing the Provincial Party Executive Committee for the 20th term, 2025 - 2030, it is necessary to select comrades who are truly exemplary in political qualities, revolutionary ethics, leadership capacity, mettle and intelligence, with prestige, dynamism, creativity, decisiveness, innovation, aspiration, mettle, dare to think, dare to do, dare to take responsibility, and meet the requirements of tasks in the new situation.
Fifth, elect a delegation representing the will, aspirations, and intelligence of the Party Committee and people of all ethnic groups in the province to attend the 14th National Congress of the Party.
Sixth, unanimously decide on important issues of the Congress through key programs, plans to implement breakthrough contents, action programs and vote on the Congress Resolution.

The success of the Congress is of utmost importance to the cause of building and developing Cao Bang province in the coming years. At the same time, it contributes to the success of the 14th National Congress of the Party. In that spirit, I request the delegates attending the Congress to promote the highest sense of responsibility, concentrate their intelligence to well implement the contents and programs set out by the Congress.
