Purpose, requirements
Raising awareness and responsibility of society, agencies, organizations, families, individuals and children about the role and importance of child protection, care and education; ensuring and effectively implementing the policy in "Plan No. 46/KH-TU dated January 9, 2013 of the Provincial Party Standing Committee on strengthening the Party's leadership in child care, education and protection in the new situation" and "Plan No. 4197/KH-UBND dated August 15, 2021 of the Provincial People's Committee on implementing the Program on prevention and control of child injuries for the period 2021-2030" to promote the comprehensive development of children, creating the best conditions for children to have the opportunity to develop physically, personality and intellectually in a safe, friendly and healthy living environment.
Promote the spirit of initiative, volunteerism and creativity of union members, youth, students and pupils to participate in solving social issues of public concern, building new rural areas, civilized urban areas, developing socio-economy; organize healthy, useful, safe and age-appropriate recreational activities for children and young people.

Help children consolidate and improve their knowledge and social work skills, limit the situation of juveniles violating the law, social evils, child abuse, violence, sexual abuse and death due to accidents, drowning in the summer.
Specifically assign responsibilities to agencies and organizations in charge, coordinate implementation, and mobilize resources to organize practical, appropriate, and economical summer activities; activities must ensure safety, health, attract the participation of a large number of students, university students, and young people in the locality, and be suitable for the situation of preventing and fighting the Covid-19 epidemic in the new period.
Target
1. 7/7 districts and cities established a Youth Union to participate in the Provincial Summer Camp and organized at least 01 summer activity for local children.
2. 7/7 districts and cities have at least one activity to equip skills to prevent drowning, injuries, violence, and child abuse.
3. 7/7 districts and cities build or repair at least 02 new toilets for children and children's playgrounds.
4. 100% of communes, wards and towns establish Steering Committees and have plans to implement summer activities, of which 75% maintain weekly summer activities for children and youth.
5. Mobilize over 50% of local students to participate in local summer activities.
Content
1. Propaganda and education work:
- Promote traditional education for union members and youth in the province through activities to celebrate major national holidays...
- Promote the dissemination of the 2016 Law on Children, Decree No. 56/2017/ND-CP dated May 9, 2017 of the Government detailing a number of articles of the Law on Children, Decree No. 130/2021/ND-CP dated December 30, 2021 of the Government regulating administrative sanctions for violations in the field of social protection, assistance and children, provide reliable addresses for child protection, strengthen the implementation of Directive No. 42-CT/TW dated March 24, 2015 of the Secretariat on strengthening the Party's leadership in educating revolutionary ideals, ethics, and cultural lifestyles for the young generation in the period 2015-2030; Plan No. 3126/KH-UBND dated September 3, 2020 of the Provincial People's Committee on the implementation of Decision No. 1863/QD-TTg dated December 23, 2019 of the Prime Minister approving the National Action Plan on Prevention and Control of Violence and Child Abuse in the province for the period 2020-2025; Plan No. 861/KH-UBND dated February 23, 2021 on the implementation of the Action Program for Children for the period 2021-2030 in the province; Plan No. 778/KH-UBND dated March 7, 2023 of the Provincial People's Committee on child-centered disaster risk reduction in 2023 in Ninh Thuan province, Plan No. 837/KH-UBND dated March 9, 2023 of the Provincial People's Committee on promoting child protection and care and strengthening activities to prevent children from falling into special circumstances in 2023. Promoting the role and responsibility of agencies, units, unions, Youth Union organizations, Associations, and Teams in propagating and disseminating the Party's guidelines and policies, the State's policies and laws, encouraging, educating, and orienting young people to preserve and promote national cultural identity.
2. Organize summer review, fun and entertainment activities for children:
Promote the activities of the Youth Union and youth movements, the summer youth volunteer campaign, the month of action for children, focusing on organizing cultural review, supplementing knowledge, teaching IT and foreign languages for students during the summer, especially reviewing knowledge for students with poor academic performance, students in remote areas, ethnic minority areas, promptly supporting and helping disadvantaged students to reduce the rate of students repeating grades and dropping out of school in the new school year 2023 - 2024. Strengthen guidance for students to learn and participate in age-appropriate digital transformation activities, and participate in safe interactions on social networks.
Organize activities to create a healthy playground for students, especially students in remote areas, ethnic minority areas, and disadvantaged areas, such as: camping, picnics, sightseeing, children's book storytelling contests, group dancing and singing, folk games, journeys to red addresses... Organize and encourage children to participate in talent classes: swimming, martial arts, table tennis, badminton, basketball, football, music, painting... combined with promoting the sports movement, creating an environment for young people to participate in physical training to limit young people from playing violent video games, unsafe games, and violating the law during the summer.
Strengthen inter-sectoral coordination in propaganda, training, and organizing specialized classes for parents and caregivers to learn child education skills to protect themselves, prevent violence and sexual abuse; raise awareness in child protection and care. Sectors and levels organize well activities during the Month of Action for Children, organize Children's Forums to promote Children's Right to Participation, training classes to improve life skills, behavioral skills, group work skills, and self-protection skills for children to limit abuse and injuries, especially drowning and traffic accidents during the summer.
Focus on mobilizing resources to organize life skills classes; establish swimming clubs and youth rescue teams; organize many swimming competitions for children to equip them with skills to prevent and save drowning and help them improve their health, perfect their life skills and prevent abuse and injuries.
3. Organize gratitude activities, social security activities, community life activities and the movement "For beloved juniors":
Organize for union members, youth, students to participate in activities of "Repaying gratitude", "Drinking water, remembering its source" on the occasion of War Invalids and Martyrs Day (July 27); organize candle lighting ceremonies to pay tribute; visit and give gifts, help families of war invalids, martyrs, families with revolutionary contributions, Vietnamese Heroic Mothers; organize "Family meals - Warming mothers' hearts"; visit and help lonely elderly people, children and people in mountainous areas and especially disadvantaged areas of the province.
Organize the construction of youth works and projects from the province to the grassroots level; mobilize and support, create favorable conditions for union members and young people to participate in volunteer activities for the community, participate in building new rural areas, civilized urban areas associated with the implementation of the Summer Youth Volunteer campaign; build new or renovate toilets for children, activity and entertainment spots for young people in residential areas; donate blood voluntarily; "Volunteer Saturday", "Green Sunday", "Green Week" activities, activities to maintain traffic order and safety; activities to advise, orient, support employment for young people; support exam season, support students to go to school.
Strengthening synchronous digital transformation in all contents in implementing summer activities; making the most of the advantages of modern tools and media, social networks, promoting digital transformation in youth education through activities such as building a system of websites, synchronous fanpages of all Youth Union, Association, and Team bases; promoting the pioneering role, volunteering, and creativity of young people in participating in projects and tasks contributing to the completion of political tasks, professional tasks, and participating in socio-economic development in localities and units. Organizing propaganda and supporting youth to participate in digital transformation; organizing activities to guide them to learn and participate in information technology application activities, digital transformation suitable for their age, participating in safe interactions on social networks, increasing the number of interactions and followers of social networking sites on youth education and propaganda work; Organize positive trends suitable for young people on social networks during the summer...
Directing the Youth Unions of high schools, the Youth Unions to coordinate with the Youth Unions - Young Pioneers of communes, wards and towns to advise the Steering Committees of summer activities at the same level to organize the handover and receipt, monitor and manage students and university students in summer activities in the locality; organizing volunteer youth teams, volunteer pink scarf teams to go to remote, isolated and disadvantaged areas of the province; sponsoring, helping, visiting and giving gifts, scholarships, equipment and school supplies to children; mobilizing books, building libraries for schools...; caring for children being cared for at the provincial Social Work Centers, Social Protection facilities, support facilities, specialized education for children with disabilities...
4. Inspection and supervision work:
Based on the content of the Summer Activity Organization Plan, the Steering Committees at all levels shall develop an inspection and supervision program; assign tasks to each member of the local Steering Committee in accordance with the actual situation; promptly report on implementation results at the local level and unit level; proactively comment, evaluate, and reward individuals and groups with outstanding achievements in the 2023 summer activities.
Implementation solutions
1. Innovate and create ways to organize summer activities for children, especially organizing summer camps, cultural festivals, experiences, etc. to attract children to actively and voluntarily participate; improve the capacity of the standing agencies (Youth Unions at all levels) in a practical and effective way.
2. Strengthen coordination between departments, branches and unions at all levels in implementing summer activities. In particular, send professional staff with expertise, skills and experience to participate in organizing summer activities for children and teenagers.
3. Localities should increase their initiative in organizing activities that are suitable to the actual conditions of each locality or integrate them into the professional tasks of each agency and unit to achieve the highest efficiency. At the same time, they should strengthen propaganda and raise awareness among sectors, levels, families and children about the meaning, necessity and usefulness of participating in summer activities.
4. Strengthen the mobilization of social resources to contribute to the organization of summer activities for children: mobilize local businesses to participate in providing material and spiritual support to organize summer activities for children; organize cultural and artistic activities... to create funding sources for organizing summer activities.
5. Integrate summer activities with the implementation of tasks of National Target Programs.
6. Provincial departments, branches and organizations that are members of the Summer Activities Steering Committee have active solutions to support districts and cities in organizing summer activities.

Implementing organization
1. Provincial Youth Union:
- As the standing body of the Steering Committee, it helps the Steering Committee monitor, urge, inspect and summarize the results of plan implementation in localities and units.
- Advise the Provincial People's Committee and the Ninh Thuan Provincial Summer Activities Steering Committee to deploy the Project "Semester in the Army" and "Learning to be a Police Officer" for the period 2023-2030; direct the Children's House to organize a provincial-level Children's Summer Camp and classes on talents and skills, focusing on swimming skills and drowning prevention skills for children.
- Directing the Youth Union - Association - Pioneer Committees at all levels to proactively coordinate with relevant departments, branches and organizations to advise the People's Committees at the same level to effectively implement summer activities in localities and units; strongly launching the summer youth volunteer movement, focusing on improving the quality of summer review, while promoting the work of mobilizing students to go to class...; the "Pink scarf volunteer" movement; the "Red Flamboyant" volunteer campaign among teachers who are Team Leaders and school Youth Union cadres.
- Actively coordinate to organize gratitude activities, volunteer activities, candle lighting programs to pay tribute and pray for heroic martyrs at the provincial martyrs' cemetery on the occasion of War Invalids and Martyrs' Day (July 27).
- Well perform the function of being the representative body of children's voices and aspirations; promote the role of the Youth Union Council in residential areas.
2. Department of Education and Training:
- Guide educational institutions to coordinate with the Youth Union at the same level to organize the handover of students to local summer activities and receive the results of students' summer activities; commend students who participate well and have a form of evaluation for students who do not participate in summer activities.
- Direct educational institutions to open schools, classrooms, libraries, as well as supplement comics, books, newspapers, and textbooks to serve the needs of entertainment, knowledge acquisition, and summer cultural review for students; organize summer activities in schools, and at the same time strengthen and promote the activities of clubs, groups, teams, and academic clubs of the school during the summer.
- Direct the Department of Education and Training of districts, cities and affiliated schools/centers to coordinate with relevant agencies and departments and create favorable conditions for the Youth Union and Pioneer activities during the summer; select and create favorable conditions for students to participate in Children's Summer Camps and summer activities organized by provincial agencies and units...
3. Department of Culture, Sports and Tourism:
- Directing units under the sector to coordinate with departments, branches, organizations, especially the Youth Union at all levels to organize cultural, artistic, recreational and entertainment activities in the locality; launching a movement to exercise following the example of great Uncle Ho, organizing safe swimming skills training courses for children.
- Introduce historical sites, revolutionary relics, and entertainment spots for children and teenagers. Organize mobile art performances, display specialized exhibitions, organize summer book storytelling contests for children and teenagers; organize mobile library vehicles to communes in especially difficult areas of the province.
4. Department of Labor, War Invalids and Social Affairs:
Coordinate the implementation and organization of the Summer Activities Launching Ceremony associated with the launch of the "Month of Action for Children"; organize a meeting and dialogue program between provincial leaders and children; organize a workshop to propose solutions to limit accidents, injuries, drowning, and child abuse; open training courses on prevention of accidents, injuries, drowning, and child abuse; advise provincial leaders to visit and give gifts on the occasion of International Children's Day (June 1); Preside over and coordinate with relevant sectors to organize peak periods of patrolling and controlling and launching propaganda against HIV/AIDS, drugs, and prostitution; promptly handle the use of child labor in the province, prevent labor exploitation, torture, and child abuse, and ensure children's right to participate in summer activities.
5. Department of Health:
Direct hospitals in the province to create favorable conditions for the Provincial Young Physicians Association to organize volunteer activities for community health during the summer. Promote propaganda on Covid-19 prevention and control. Organize free medical examination and treatment programs for children, people from policy families, poor households, especially patients after contracting Covid-19; organize propaganda activities, community health care, protect children's health, adolescent reproductive health, prevent summer diseases and propagate food hygiene and safety; Strengthen training on first aid for drowning accidents and injuries.
6. Department of Home Affairs:
Professional guidance stipulates the scope, subjects, and standards for units to have a basis for voting and submitting to the levels of rewards. Monitor the performance of units to include in the year-end emulation assessment.
7. Department of Finance:
Responsible for guiding the management, use, and settlement of summer activity funds for agencies, units, and localities when requested.
8. Department of Natural Resources and Environment:
Coordinate the implementation and organization of World Environment Day, World Ocean Day, etc. Coordinate the organization of training courses for Youth Union and grassroots Association officials, propaganda teams and Youth Volunteer Teams on some skills, expertise and basic contents related to resource and environmental protection.
9. Department of Agriculture and Rural Development:
Organize training courses to transfer science and technology, equip OCOP knowledge and build economic development models for rural youth, prevent diseases, livestock, and seedlings; organize propaganda activities to prevent forest fires during the summer; Increase the placement of danger signs at ponds, lakes, rivers, streams, and mineral exploitation areas, etc.
10. Department of Science and Technology, Department of Information and Communications:
Have a plan to support young people to actively research and apply Science and Technology in learning and creative startups; have a plan to nurture and train children with IT talent; widely promote the youth creativity movement among young people in the whole province.
11. Provincial Police, Provincial Military Command, Provincial Border Guard Command:
Proactively and coordinate with relevant functional sectors to strengthen propaganda and education on laws, Decrees on prevention of social evils, drugs and traffic safety and order... Strengthen patrols, control, ensure security, order and traffic safety, to create a healthy environment for students to participate well in summer activities. Proactively coordinate to effectively implement the Program "Semester in the Army" and "Learning to be a Police Officer" in 2023; direct grassroots units to develop plans to ensure security and order at summer activity sites in residential areas.
12. Provincial Radio and Television Station, Ninh Thuan Newspaper:
- Organize extensive propaganda on summer activities, focusing on propaganda on preventing accidents, injuries, drowning, and child abuse; record, broadcast and report on summer activities, the "Semester in the Army" and "Learning to be a Police Officer" programs in 2023; increase entertainment programs for children in the summer.
- Report and introduce typical summer activity models; inform about cases of children and youth in difficult circumstances and distress to call for help.
13. Propose the Provincial Vietnam Fatherland Front Committee and Provincial Associations and Unions:
Based on the functions and tasks of agencies and units implementing the Plan; promoting propaganda and education to raise awareness and skills on child protection, care, education and implementation of children's rights, propaganda and education on traditions and history for young people; mobilizing union members, association members and people to take good care of children, prevent and control Covid-19 and summer diseases; mobilizing parents to create conditions and bring their children to participate in summer activities and sports, cultural and artistic activities organized by the locality. Mobilizing resources to award scholarships to students in difficult circumstances.
- Strengthen monitoring and criticism of the implementation of children's rights and resolve violations of children's rights.
14. People's Committees of districts and cities:
- Develop and direct communes, wards and towns to effectively implement the 2023 Summer Activity Plan in accordance with local conditions.
- Arrange funding to ensure good implementation of summer activities; at the same time, proactively socialize and mobilize resources to organize effective summer activities in localities and units.
- Organize summer camps with fun, entertainment, cultural, artistic, social security activities, etc. to serve children during the summer.
- Direct and facilitate the Summer Activity Steering Committee at the same level to actively participate in activities organized by the Provincial Summer Activity Steering Committee and departments and branches. At the same time, pay attention to directing and facilitating the Youth Union at the same level to well organize the summer volunteer youth campaign; participate in summer camps organized by the province.
- Strengthen inspection, supervision and timely reporting of implementation results of their localities; proactively comment, evaluate and reward individuals and groups with outstanding achievements in summer activities in 2023.
15. Reporting mode:
The Summer Activities Steering Committee requests that the leaders of provincial departments, branches, sectors, and organizations, the People's Committees of districts and cities, and members of the Provincial Summer Activities Steering Committee proactively develop plans to implement tasks in accordance with the actual situation at the agency or unit. During the implementation process, if there are any problems, promptly report them to the Provincial Youth Union (Standing Body of the Steering Committee) to report to the Head of the Summer Activities Steering Committee for consideration and direction./.
