'Semiconductors in Vietnam do not start from zero'

Despite many challenges, the semiconductor and AI industries in Vietnam have taken the first steps to realize the dream of digital transformation.

AI and semiconductors are becoming the focus of development strategies for many countries, including Vietnam. Despite some challenges in infrastructure, human resources and legal corridors, the digital transformation journey in Vietnam is taking place positively.

With the advantage of a young workforce, a spirit of innovation and commitment from international partners, Vietnam is gradually building its position in the technology race.

At the French Tech Summit 2025 technology forum held in Ho Chi Minh City, Dassault Systèmes, a French technology corporation, affirmed that Vietnam's semiconductor industry "did not start from scratch". If it properly leverages its strengths, Vietnam can completely break through and become one of the region's technology hubs.

Semiconductor industry development solutions

Vietnam is at a turning point in its digital transformation journey. Ding Ming Chee, Senior Business Director of Dassault Systèmes ASEAN, said that the semiconductor industry in Vietnam is “not starting from scratch” because it already has a well-trained engineering workforce.

“However, they are mainly trained in a specific field that we call electronic automation design, such as 2D circuits, IC chips or similar components,” said Mr Chee.

According to a representative of Dassault Systèmes, Vietnam is one of the fastest growing economies in Southeast Asia, featuring a young workforce, strong industrialization, large foreign direct investment (FDI) flows, and an ambitious development vision set by the Government.

In terms of innovation, the Ministry of Science and Technology has just announced a law to encourage innovation, aiming to make innovation an essential part of daily life, in industries and in Vietnamese society.

To optimize processes and improve performance, Dassault Systèmes applies Virtual Twin technology, which allows simulation of research and testing in a virtual environment, helping to evaluate efficiency and identify product backlog issues.

“Virtual Twin is also used to train the workforce faster, thereby accelerating the upskilling process through realistic simulation experiences,” added Mr Chee.

According to a representative of Dassault Systèmes, learning and applying world- leading processes is a very necessary factor for the domestic industry. Optimizing processes like the above can help the Vietnamese technology industry realize its ambitions quickly.

Strengthening education and cooperation

Collaboration is also an important strategic factor. Since establishing an office in Vietnam in 2022, Dassault Systèmes has built a large network of partners, in areas such as defense, automotive, semiconductors and workforce development.

For example, the company signed a memorandum of understanding with Vingroup to modernize and digitally transform processes, and cooperated with the National Innovation Center (NIC) to develop domestic tech talent.

The company also participates in many events such as Vietnam International Defense Exhibition 2024, Vietnam Semiconductor Industry Exhibition 2024, French Tech Summit Forum with the aim of supporting artificial intelligence and digital infrastructure.

Mr. Ding Ming Chee from Dassault Systèmes emphasized that people are one of the important factors. Vietnam's workforce today has the advantage of a golden population structure, strong global integration capacity, and an increasing focus on developing skills in the high-tech sector.

In several other countries, Dassault Systèmes applies technologies that increase practical efficiency when training students.

“Specifically, at Purdue University (USA), Dassault Systèmes uses virtual clean room construction technology, which is used to train many students on the operation and function of clean rooms. Students can also be trained at any time,” Mr. Chee added.

Challenges and opportunities

Vietnam is becoming an attractive destination for technology investors. Mr. Chee reiterated some targets such as 8% GDP growth, public investment disbursement reaching 36 billion USD by 2025. However, there are still some challenges to overcome.

First is the issue of intellectual property protection. According to a representative of Dassault Systèmes, there needs to be a stronger and more effective legal system to protect the intellectual property rights of technology companies, as well as international businesses when participating in the Vietnamese market.

The next challenge comes from the continuous development of skills and human resources to meet the Government's ambitious targets. The third is the pressure of time and thinking, when the approval process for activities such as technology deployment is sometimes time-consuming. The mindset of the industry is also an obstacle.

“Innovation is a long-term and continuous journey, requiring a change in mindset from employees. However, under pressure, many people still tend to return to traditional methods that have been effective in the past,” said Mr. Chee.

Last but not least is supply chain disruption. According to Mr. Chee, Vietnam is very sensitive to supply chain-related risks.

In times of crisis or problem, innovation priorities are shifted to addressing the pressing issue. This results in budget, resources and attention being cut for innovation.
