Handover and operation of Eagle Radar for natural disaster forecasting

On May 9, in Hanoi , the Eagle radar handover and operation ceremony took place between the Vietnam General Department of Hydrometeorology (GDM) and Weathernews Inc. Japan.

At the ceremony, Mr. Hoang Duc Cuong - Deputy Director General of the General Department of Hydrometeorology said: In recent times, the Vietnam Hydrometeorology sector has made great strides, infrastructure and staff capacity have been gradually improved, thanks to which we have had timely and accurate weather and disaster warnings and forecasts to serve people in minimizing natural disaster risks and developing the socio-economy .

In particular, the early warning and forecasting system of the Vietnam Hydrometeorological Sector has been recognized by the United Nations Secretary-General as not only serving Vietnam but also serving well the surrounding countries with two Southeast Asian Regional Centers for hazardous weather and Regional Center for Flash Flood Warning Support.

Through the Voluntary Cooperation Program (VCP) of WMO, the Government of Japan and Weathernews, an important partner of the Vietnam Hydrometeorological Industry, have supported Vietnam with the Eagle X-band Radar to improve the ability to observe, forecast and provide early warning of natural disasters. This radar, together with 13 existing radars nationwide (10 C and S-band radars, 3 X-band radars), will continue to complete the radar network to monitor and serve the forecasting and early warning of natural disasters, especially storms, heavy rains, floods, flash floods, etc.

With the handover and operation of this high-frequency radar, Weathernews Inc. and the Center for Hydrometeorological Technology Applications have completed and concluded the World Meteorological Organization/Voluntary Cooperation Program (WMO/VC) project “Acquisition of a high-frequency X-band weather radar for monitoring rain clouds”.

According to the plan, the radar will be placed at the Hoai Duc Agricultural Meteorological Station (Hanoi). This will be an effective tool for early warning of heavy rain in Hanoi and some neighboring areas, where the population density is the highest and is often affected by flooding due to heavy rain.

Mr. Kusabiraki Chihiro - General Director of Weathernews Inc. Japan said: Since the Memorandum of Understanding was signed with the Vietnam Hydrometeorological Industry in 2015, concerns about climate change risks have increased significantly and countermeasures have become an urgent issue. Specifically, the construction of an early warning system using radar infrastructure and weather analysis technology is expected to reduce natural disaster risks to the lives and economic activities of Vietnamese people.

After the handover ceremony, Weathernews Inc. Japan and the functional units of the General Department of Hydrometeorology discussed and researched the plan for operating, exploiting and effectively using the radar to suit the needs of use in Vietnam.

With experience in effectively using multiple sources of observation data, combined with advanced technology and forecasting techniques, Weathernews Inc. proposed a cooperation plan with the Vietnam General Department of Hydrometeorology to develop severe weather forecasts 3 hours in advance with high accuracy, actively supporting natural disaster prevention activities as well as minimizing risks and improving productivity for socio-economic sectors.
