Comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lao Cai province and Comrade Tran Huy Tuan, Secretary of the Yen Bai Provincial Party Committee co-chaired the conference.
Implementing Conclusion No. 150-KL/TW dated April 14, 2025 of the Politburo guiding the development of personnel plans for provincial-level Party committees subject to consolidation, merger and newly established commune-level Party committees, in recent times, the Standing Committee of Lao Cai Provincial Party Committee and the Standing Committee of Yen Bai Provincial Party Committee have actively coordinated and developed a personnel plan for the new Lao Cai province after the merger.
At the conference to receive and finalize the personnel plan (in step 3 according to Conclusion No. 150), with a sense of responsibility and seriousness, the delegates exchanged, discussed, and gave opinions on each case and basically reached a high consensus on the personnel plan of the new Lao Cai province to report to the Politburo and the Secretariat for consideration and appointment of personnel according to regulations.
Delegates voted to collect opinions on proposed personnel to be appointed to the Executive Committee, Standing Committee, Provincial Party Secretary, Deputy Provincial Party Secretary for the 2020-2025 term and key leadership positions of Lao Cai province (new) for the 2021-2026 term.
Speaking at the conference, comrade Truong Quoc Bao, Deputy Head of the Local Department I, Central Organizing Committee, highly appreciated the seriousness, responsibility, timeliness and urgency of the Standing Committee of Lao Cai Provincial Party Committee and the Standing Committee of Yen Bai Provincial Party Committee in building and perfecting the personnel plan of the new Lao Cai province after the merger. The personnel plan closely followed the direction and guidance of the Central Government; carefully reviewed each case to ensure compliance with regulations, showing the feasibility of the personnel plan of the new Lao Cai province after the merger.
Speaking at the conference, Lao Cai Provincial Party Secretary Trinh Xuan Truong and Yen Bai Provincial Party Secretary Tran Huy Tuan both said that, up to now, the Standing Committees of the Provincial Party Committees of the two provinces have basically completed all contents on personnel plans according to the direction and guidance of the Central Government with a high spirit of consensus.
Determining that from now until July 1, when the two-level local government model officially comes into operation, there is very little time left while the workload is very large, the heads of the two localities agreed on a number of key tasks in the coming time.

At the conference, Lao Cai Provincial Party Secretary Trinh Xuan Truong and Yen Bai Provincial Party Secretary Tran Huy Tuan signed a joint resolution of the Standing Committees of the two provincial Party Committees on the personnel plan for the new Lao Cai province.
