Summary, explanation, and acceptance of comments from relevant units on the draft Circular amending and supplementing a number of articles of Circular No. 16/2025/TT-BCT dated February 1, 2025 of the Minister of Industry and Trade regulating the operation of the competitive wholesale electricity market.

The Draft Circular amending and supplementing a number of articles of Circular No. 16/2025/TT-BCT dated February 1, 2025 of the Minister of Industry and Trade regulating the operation of the competitive wholesale electricity market (Draft Circular) is developed according to a simplified order and procedure. Pursuant to the provisions of Article 4 of Circular No. 21/2025/TT-BCT of the Minister of Industry and Trade regulating the development, promulgation and implementation of legal documents of the Ministry of Industry and Trade, the Electricity Authority has sent a Document to relevant units to seek comments on Draft 2 Circulars (Document No. 651/DL-TTD&HTD dated May 20, 2025), and has organized meetings of the Drafting Team on May 20, 2025 and May 23, 2025 to discuss and agree on the completion of the Draft Circular.
