The 30th session of the 18th Provincial People's Council, term 2021-2026, approved many important contents.
To promptly address the opinions and suggestions of voters, the Standing Committee of the Provincial People's Council, in coordination with the Provincial Fatherland Front Committee and local Party committees and authorities, has recently developed a plan to organize voter outreach meetings, expanding the scope and target groups to allow voters to express their suggestions and aspirations at the grassroots level. At these meetings, the presentation of reports is shortened to allow more time for voters to provide feedback and suggestions, and for Party and government leaders to thoroughly explain matters within their authority. After fully receiving the voters' opinions and suggestions, the Standing Committee of the Provincial People's Council, in coordination with the Standing Committee of the Provincial Fatherland Front Committee, compiles, reviews, and categorizes them before forwarding them to the Provincial People's Committee and relevant agencies for consideration, response, and resolution.
Regarding issues of public concern and voter dissatisfaction, the Standing Committee of the Provincial People's Council has requested leaders of relevant agencies and units to provide explanations during regular sessions of the Standing Committee, or has requested departments and sectors to provide specific written responses. In addition, the Standing Committee and its committees have strengthened supervision, especially thematic supervision related to areas of concern and voter concerns. Simultaneously, they have intensified monitoring and urging the implementation of conclusions and recommendations following supervision, ensuring the effectiveness of supervisory activities. As a result, many voter recommendations have been thoroughly addressed, resolving difficulties and grievances, and meeting the expectations of voters and the public.
For example, according to feedback and requests from voters in Thieu Hoa and Thieu Quang communes, the Provincial People's Committee requested the upgrading of the Chu River dike section passing through their area, due to dike deterioration and difficult transportation. Accordingly, the Provincial People's Committee has assigned local authorities and relevant units to strictly inspect and control overloaded vehicles traveling on the dike to limit further deterioration; at the same time, it has directed the Department of Agriculture and Environment to coordinate with local authorities to advise the Provincial People's Committee to report to the Ministry of Agriculture and Environment for consideration and allocation of funds to carry out maintenance of the left bank dike of the Chu River section from Thieu Hoa commune to Thieu Quang commune as prescribed.
Voters in Xuan Thai commune petitioned the Provincial People's Committee to consider allowing households in the Song Muc reservoir area above 37.17m elevation, who still have land for housing and production, to remain in their current locations. They argued that the resettlement program for households in the Song Muc reservoir area provides insufficient support, making it impossible for residents to relocate to new homes. Accordingly, the Provincial People's Committee requested the local authorities to actively coordinate with the Department of Agriculture and Environment to review and update the households in the resettlement plan, ensuring that the correct beneficiaries are included; simultaneously, they urged intensified efforts to educate and encourage residents to seriously comply with regulations, be ready to relocate to new homes, and adhere to the policies of the Provincial Party Committee and the Provincial People's Committee regarding the program for arranging and stabilizing the population.
Permanent Vice Chairman of the Provincial People's Council Le Tien Lam affirmed that, thanks to effectively addressing voters' requests, issues arising in practice at the grassroots level have been addressed promptly, and voters' concerns and questions about the Party's guidelines and the State's policies and laws have been specifically explained. This result has contributed to improving the efficiency and effectiveness of State management, as well as protecting the legitimate rights and interests of citizens, promoting socio-economic development, and maintaining political security and social order in the locality.
In the coming period, the Provincial People's Council will continue to innovate in its operational activities, develop solutions to address voter consultations with a focused and targeted approach, promptly identify shortcomings in practice, and make recommendations to relevant agencies in management and implementation to ensure flexibility, decisiveness, and effectiveness.
