Focus resources on implementing salary reform

National Assembly Chairman Vuong Dinh Hue has just signed and issued Resolution No. 101 of the 5th Session, 15th National Assembly.

According to the Resolution, the National Assembly requested the Government to coordinate with relevant agencies to continue to synchronously, promptly and comprehensively implement the goals, tasks and solutions set forth by the Party, National Assembly and Government.

At the same time, closely monitor developments and forecast the domestic and international situation, have quick and appropriate policy solutions, practical, specific and feasible management solutions and organize drastic implementation, focusing on a number of issues.

Accordingly, ensuring stability, consolidating the macroeconomic foundation, controlling inflation, enhancing the adaptability and resilience of the economy against negative external impacts;

Implement fiscal policies with focus and key points; study options to increase family deductions for personal income tax; be flexible in adjusting environmental protection tax on petroleum products; propose appropriate policy solutions for the global minimum tax mechanism and carbon tax. Timely resolve VAT refund dossiers in accordance with the law.

Focus resources on implementing salary reform, report to the National Assembly the roadmap for salary policy reform at the 6th Session of the 15th National Assembly;

Conduct monetary policy proactively, flexibly, and effectively, closely coordinating with fiscal policy and other macroeconomic policies to contribute to controlling inflation, stabilizing the macro economy, and supporting reasonable economic recovery.

Regulate interest rates in line with monetary policy objectives. Synchronously implement solutions to remove difficulties, strengthen management and supervision of stock, insurance, corporate bond and real estate markets; promptly handle shortcomings in corporate bond investment consulting, brokerage and cross-selling of life insurance;

Along with that, the National Assembly assigned the Government to comprehensively inspect the life insurance market, focusing on investment-linked insurance; strictly control the granting of credit and capital use; and protect investors' rights according to the provisions of law.

Research and develop criteria and methods to determine credit growth limits for credit institutions in the spirit of Resolution No. 62 of the National Assembly;

Improve the quality of State budget revenue estimates. Strengthen management of revenue sources from land, enterprise equitization, taxes, fees, and combating tax losses and evasion; strictly manage state capital and assets invested in production and business activities at state-owned enterprises, equitization, and divestment of enterprises; focus on resolving long-term loss-making projects, banks, and enterprises with violations, and prevent further losses.

Directly implement the conclusions and recommendations of inspection, examination and auditing agencies; promptly handle and recover to the state budget any revenues and expenditures that are not in accordance with regulations as concluded and recommended.

Promote thrift practice and combat waste in all fields; strengthen the role of the State Audit in auditing, inspecting, and controlling the management and use of public finance and assets...

Organize a review of the system of legal documents, focusing on laws on bidding, auctions, planning, public investment, management and use of land, public assets, state budget, public finance, public-private partnership, socialization of public services, investment, environment, construction, real estate business, banking, finance, financial autonomy, securities, bonds, enterprises, appraisal, valuation and other fields that have been recommended, proposed by inspection, supervision, audit, investigation, prosecution, trial and execution agencies or have many problems recommended by localities, people and enterprises;

Detect and specifically identify contradictory, overlapping, loopholes, inadequacies, and problematic issues in relevant laws and sub-law documents, report to the National Assembly the review results at the 6th Session of the 15th National Assembly; promptly direct amendments and supplements to sub-law documents that are no longer appropriate, according to authority, or recommend the National Assembly to amend, supplement, or promulgate new relevant laws and resolutions;

Strengthen inspection, supervision and monitoring

Promote appropriate decentralization and delegation of power along with strengthening inspection, supervision and monitoring; promote the responsibility of leaders, promptly and effectively overcome the situation of shirking, evasion and lack of responsibility among some cadres and civil servants, and strictly handle violations.

Propose and issue promptly or issue under authority documents specifying mechanisms to encourage and protect cadres who dare to think, dare to do, and dare to take responsibility for the common interest;

Along with that, speed up the progress of establishing, appraising and approving national marine spatial planning, regional planning, provincial planning and national sectoral planning in accordance with the spirit of Resolution No. 61 of the National Assembly.

Promote disbursement of public investment capital, especially important national projects and works, the Socio-Economic Recovery and Development Program, and 03 National Target Programs;

Strengthen administrative reform, especially administrative procedures, continue to review and reduce business conditions and specialized inspection procedures, strictly control the issuance of circulars and guidance documents, and prevent the emergence of new procedures, "sub-licenses", and technical standards and regulations that are inappropriate and lacking feasibility.

Thoroughly remove difficulties and obstacles in bidding and purchasing work and completely resolve the shortage of drugs, equipment and medical supplies; improve the quality of medical examination and treatment;

At the same time, remove difficulties, promote trade, boost export of goods and domestic consumption; effectively exploit traditional markets, diversify export markets, support enterprises, cooperatives, and cooperative unions to take advantage of signed Free Trade Agreements (FTAs).

Speed up the recovery of the tourism industry; focus resources on restoring, expanding and diversifying international tourist markets; organize promotional programs in new markets and markets with great potential;

There are appropriate and effective solutions to stabilize employment for workers, timely support for unemployed and jobless workers; build social housing, build and improve the effectiveness of cultural institutions for workers in industrial parks and export processing zones .
