Attending the preparatory session of the Congress were comrades: Hau A Lenh, member of the Party Central Committee, Secretary of the Provincial Party Committee; Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee; Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Ma The Hong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee; leaders of departments and bureaus under the Central Party Building Committees, the Central Inspection Committee and the Central Party Office; comrades in the Provincial Party Standing Committee, the Provincial Party Executive Committee; 415 official delegates, representing more than 136,000 party members in the entire Provincial Party Committee.

Speaking at the opening of the preparatory session, Secretary of the Provincial Party Committee Hau A Lenh emphasized: This is an important working session, deciding the results of the official working program and the success of the Congress. He asked the delegates to promote their sense of responsibility, intelligence, democratic concentration, actively contribute, discuss, and vote to approve the contents of the Congress's program; contribute ideas to the goals and targets, close to the Political Report, and solutions to build and develop Tuyen Quang province in the new term. The Secretary of the Provincial Party Committee believes that with the determination, solidarity, and unity of the delegates, the Congress will be a great success.

At the preparatory session, the Congress voted to elect the Presidium, the Congress Secretariat, and the Qualification Examination Committee for delegates to the 1st Provincial Party Congress, term 2025 - 2030, with 100% of delegates unanimously approving. Accordingly, the Presidium consists of 22 comrades; the Secretariat consists of 3 comrades; the Qualification Examination Committee for delegates to the Congress consists of 5 comrades. The Congress also approved the program, internal rules, and working regulations of the Congress with 100% of delegates approving. At the same time, delegates were instructed on Congress protocol and delegate activities.

The Standing Committee of the Provincial Party Committee chaired the preparatory session.

Delegates attending the Congress heard important comments, focusing on the topics "Results of implementing the Resolution of the 13th National Congress and the country's foundation, potential, position and prestige over 40 years of renovation"; "Innovating methods, improving the Party's leadership capacity for the period 2025 - 2030"; "Promoting the role of propaganda and mass mobilization work to contribute to the successful implementation of the country's development goals by 2030; self-reliance, confidence, and strong progress in the era of national development, for peace , independence, democracy, prosperity, civilization, happiness, and steady progress towards socialism"; "Strengthening the work of ensuring security, order, and social safety, building a revolutionary, disciplined, elite, and modern People's Public Security force; firmly protecting the socialist Fatherland of Vietnam"; "Innovate internal inspection and supervision methods and properly implement coordination regulations in performing inspection, supervision and Party discipline tasks."
