Despite many difficulties in terms of facilities, technical infrastructure and the status of archived records, the People's Court of Region 1 - Quang Ninh has made efforts to complete the plan to digitize more than 11,000 marriage records ahead of schedule, contributing to promoting judicial administrative reform and serving the people better and better. This is the largest volume of records that need to be cleaned and updated in the whole province, requiring implementation in a short time, ensuring absolute accuracy, completeness and confidentiality of information.
Unlike the imagination of “digitalization” as the work of modern machines, at the People’s Court of Region 1, this journey begins with dirty, rotten paper files with blurred letters due to being flooded, stored for many years in low-humidity warehouse conditions, lacking preservation equipment because the unit’s headquarters is still an old building. Mr. Nguyen Van Quyen, Deputy Chief Justice of the People’s Court of Region 1 - Quang Ninh, who directly monitors and urges the progress, shared: There are files, the staff must flip each page very gently because just a little force will tear them all. If the letters are blurred, we have to examine them carefully, retype each line by hand. Doing so takes a lot of time and effort.
Recognizing the difficulties, the People's Court of Region 1 has arranged 20 permanent staff, divided into groups in charge of each task: Turning over files, cleaning, scanning, checking, entering data and updating the system. During peak days, the working group launched a competition movement "The team that finishes early supports the other team", creating a spreading atmosphere and a spirit of unity throughout the unit.
Auditor Pham Anh Tuan said: Each officer set a target of 100 sets of documents per day. Some people brought lunch boxes to work through lunch, some worked until late at night. No one complained because everyone understood that this was a job that had to be done, needed to be done and had to be done.
Responding to the campaign "90 days and nights to clean up marriage data", the People's Court of Region 1 not only focused on processing records, but also linked the emulation movement with the goal of reducing administrative procedures, especially procedures for confirming marital status - a type of document that people often need in civil transactions, such as marriage, borrowing capital, buying and selling property, filing civil lawsuits, etc.
The People's Court of Region 3 - Quang Ninh currently manages the Van Don special economic zone and the Co To special economic zone, with a total of 8,259 files to be processed. Responding to the campaign, from July 1, 2025, the People's Court of Region 3 has urgently taken action with a determined and proactive spirit. The unit has mobilized all human resources and equipment, established a specialized working group, proactively coordinated equipment, and increased internet connection for scanning and data entry. 9 working groups have worked day and night to digitize all legally effective marriage records from 2010 to present.
Mr. Vu Quang Tuan, Chief Justice of the People's Court of Region 3 - Quang Ninh, emphasized: When the data is updated to the national system, people will no longer have to go to confirm their marital status documents as before. This is a task that is both technically significant and demonstrates the responsibility for reforming and innovating the judiciary, serving the people practically.
With determination and efforts, by August 9, 2025, the two levels of the People's Court of Quang Ninh province had successfully digitized 38,866 files, reaching 100% of the set workload; at the same time, proactively coordinated with the Provincial Police to provide warehouse accounts to carry out the digitization and data cleaning in parallel, contributing to speeding up the cleaning of files with missing data.
Chief Justice of the Provincial People's Court Nguyen Xuan Thien emphasized: Digitizing marriage records not only helps reduce procedures and save time for people, but is also an important step in building a modern and transparent judiciary. Information is managed centrally, securely, and promptly serves the work of adjudication and settlement of administrative procedures. This is also a premise to move towards completely eliminating the procedure of issuing a Certificate of Marital Status.
