Timely ensure digital signature certificates serving local government activities at 2 levels from July 1, 2025

Accordingly, it is requested that Ministries, ministerial-level agencies, Government agencies; People's Committees of provinces and centrally-run cities; Provincial Party Committees and centrally-run City Party Committees coordinate to implement the following contents:

Agencies and units need to urgently coordinate with the Government Cipher Committee to deploy the process of providing services to renew and change the content of information on digital signature certificates for specialized public services and restore secret key storage devices (according to Official Dispatch No. 23/BCY-CTSBMTT dated January 14, 2025 of the Government Cipher Committee).

To date, the Government Cipher Committee has deployed sufficient secret key storage devices and digital signature certificates for organizations and individuals in ministries, departments, branches, provinces and cities to use digital signatures for public service. Therefore, it is recommended that agencies and organizations carry out the process of changing the content of digital signature certificate information that has been issued to serve the new organization of the apparatus according to the 2-level local government model, without carrying out the new issuance process. The change of digital signature certificate information by agencies and organizations is carried out at authorized focal points.

Digital signature certificates of organizations and individuals in merged provinces and cities (according to the new organizational structure) can change information at the authorized contact point of one of the merged provinces. For example:

- When Hung Yen and Thai Binh provinces are merged into Hung Yen province, individuals and organizations of Thai Binh province can change information at the authorized contact point in Hung Yen (Department of Science and Technology of Hung Yen province).

- In case of necessity when there is only 1 authorized contact point in the province, it is possible to change information for individuals and organizations of agencies under the political system in the province at this contact point.

When operating under the 2-level local government model, if the agency or organization already has a digital signature certificate according to the new model (the information has been changed according to the new model) and the individual leaders of these agencies or organizations have not had time to change the information, in emergency cases, they can continue to use the existing personal digital signature certificate to sign digitally.

Agencies, organizations and individuals that have been provided with secret key storage devices and digital signature certificates to serve the command and control systems on the secret networks of Party agencies can use those devices to sign digitally on other networks.

Along with that, agencies and organizations need to thoroughly revoke secret key storage devices for digital signature certificates that are no longer needed and send them to the Department of Digital Authentication and Information Security, Government Cipher Committee.
