Many new features in new rural construction in the period 2026-2030

(DN) - The Ministry of Agriculture and Environment has just organized a Consultation Workshop on the National New Rural Area (NTM) Criteria at all levels for the period 2026-2030. Accordingly, in the period 2026-2030, the goal of building NTM in a breakthrough direction is to create a strong change in quality, so that after reaching the advanced NTM standards, localities will continue to strive to improve the quality of the criteria, build modern NTM, suitable for the context of the country entering a new era.

After the merger, Dong Nai province continues to set high goals in building new rural areas, advanced rural areas and modern rural areas. Specifically, the goal set for 2026 is for the whole province to have at least 5 communes meeting advanced rural standards. Through a review of the reality, the whole province has 7 communes that can complete the construction of advanced rural areas in 2026 according to the draft of the new set of criteria of the Central Government.

Increase local initiative

According to the Ministry of Agriculture and Environment, the set of NTM criteria for the 2026-2030 period was developed based on proposals from ministries, branches and localities from the end of 2024. According to the roadmap, the draft dossier will be completed, sent to the Ministry of Justice for appraisal in November, and submitted to the Prime Minister for promulgation in December 2025. It is expected that in the coming time, the Ministry of Agriculture and Environment will continue to organize more thematic seminars, solicit written comments from ministries, branches and localities and publicly post the draft for the whole society to participate and contribute.

At the Consultation Workshop on the National New Rural Criteria for all levels in the 2026-2030 period on July 25, Deputy Minister of Agriculture and Environment Tran Thanh Nam said: The revision of the New Rural Criteria for the 2026-2030 period not only updates the content, but also aims to increase the autonomy of localities in implementing the New Rural Development Program. With the rearrangement of the administrative apparatus, as well as changes in the development conditions of rural areas, reviewing and adjusting the criteria is necessary to ensure feasibility and closeness to reality.

One of the notable new points in this draft set of criteria is the division of communes into 3 groups, based on socio-economic development conditions, terrain and planning orientation, including: Group 1 is poor communes, communes in regions II and III, especially ethnic minority and mountainous areas. Group 2 is communes with agricultural land accounting for 70% or more of the total natural area. Group 3 includes communes that are urbanizing, adjacent to wards, with a high population density of 1,000 people/km² or more or the proportion of agriculture in the economic structure is less than 10%. The grouping aims to ensure that each locality applies a system of criteria appropriate to its specific development capabilities and goals. Instead of a common application model, communes will have different roadmaps, criteria and levels of requirements, thereby helping localities to be more proactive in planning and implementation. The new phase criteria need to ensure the spirit of "breakthrough, flexibility, and inclusiveness", meeting the requirements in the context of the whole country.

Mr. Nguyen Van Thang, Deputy Director of the Department of Agriculture and Environment, said: After the merger, Dong Nai province has 72 rural communes, including 40 communes in Dong Nai province (old) and 32 communes in Binh Phuoc province (old). Through review according to the guidance of the Ministry of Agriculture and Environment, the whole province has 67/72 communes meeting the NTM standards (reaching more than 93%); of which 25 communes meet the advanced NTM standards (reaching 34%) and 8 communes meet the NTM standards.

Continue to make breakthroughs in the new phase

According to Mr. Nguyen Van Thang, after the merger, Dong Nai has communes in remote, border and ethnic minority areas with many difficulties and uneven quality criteria. A significant difficulty is that the whole province currently has 5 communes that have not met the NTM standards, including: Loc Quang, Bu Gia Map, Phu Nghia, Nghia Trung, Tho Son. In particular, Nghia Trung and Tho Son communes have land areas in mineral planning (bauxite), so investment in technical infrastructure, environmental landscape, and production development is still limited. Bu Gia Map commune has not met the criteria for transportation, schools, cultural facilities, income, environment, etc.

In the 2026-2030 period, Dong Nai province strives to have 95% of the total number of communes in the province meeting the new rural standards, of which at least 50% of communes meet the advanced new rural standards, higher than the national average; and 10% of communes meet the modern new rural standards, equal to the national average.

Currently, some important indicators of the NTM criteria set are low, such as: centralized clean water is estimated to reach 43% by the end of 2025 in the whole province, of which the communes in the old Binh Phuoc province area reach about 12%; garbage collection and treatment work reaches about 75%, of which the communes in the old Binh Phuoc province area reach about 15%.

Despite many difficulties, Dong Nai still sets high goals in building new rural areas in the 2026-2030 period. Specifically, the goal in 2026 is for the whole province to have at least 5 communes meeting advanced new rural standards. Through review, there are currently about 7 communes in the province that can complete advanced new rural standards in 2026 according to the draft of the new set of criteria of the Central Government, including: Xuan Loc, Dau Giay, Dinh Quan, Trang Bom, Cam My, Dong Phu and
Loc Ninh.

One of the issues that localities are interested in is the allocation of funding sources for investment in building new rural areas. Sharing about this issue, Mr. Tran Vu Hoai Ha, Deputy Director of the Department of Finance, said: Regarding the mechanism and policies for implementing the New Rural Construction Program for the period 2021-2025 of Dong Nai province (old) and Binh Phuoc province (old), there are differences. Specifically, Dong Nai province (old) balances its own budget, investment is integrated into the public investment plan, annual career capital. Binh Phuoc province (old) is supported by the central budget, and the province has issued specific policies for implementation. In the condition that the legal basis for implementation in the period 2026-2030 has not been issued, there is no basis for calculating the balance of capital sources and proposing targets for the new period. The Department of Finance recommends that it should be kept unchanged to continue implementation until the end of 2025 and will review and issue new policies suitable for the new Dong Nai province.

Regarding the current investment capital for the New Rural Development Program, Comrade Nguyen Thi Hoang, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee, requested relevant departments and branches to review, especially the central government's public investment capital, and continue to allocate appropriate parts for communes to self-invest and self-monitor according to the previous plan.
