Communication of social insurance, health insurance and unemployment insurance policies
As a result, the number of social insurance participants was 137,599, reaching 81.82% of the target assigned by Vietnam Social Security, an increase of 1,457 people (1.07%) compared to the end of last month and an increase of 7,615 people compared to the same period in 2024; accounting for 14.75% of the working-age workforce. It is necessary to develop 30,569 people to complete the target. Of which, compulsory social insurance is 119,736 people, reaching 93.2% of the target (an increase of 921 people (0.78%) compared to the end of last month and an increase of 5,089 people compared to the same period), it is necessary to develop 8,734 people to complete the target. Voluntary social insurance 17,863 people, reaching 45% of the target (increased by 536 people (3.09%) compared to the end of last month and increased by 2,526 people compared to the same period), need to develop 21,835 people to complete the target.
The number of people participating in social insurance is 109,870 people (reaching 93.36% of the target, an increase of 760 people (0.7%) compared to the end of last month and an increase of 5,376 people compared to the same period), needing to develop 7,810 people to complete the target. The number of people participating in health insurance is 1,680,371 people (reaching 94.52% of the target, a decrease of 2,223 people (0.13%) compared to the end of last month and a decrease of 8,004 people compared to the same period), accounting for 87.93% of the population participating in health insurance, needing to develop 97,452 people to complete the target. Accordingly, the accumulated revenue from social insurance, health insurance, and unemployment insurance from the beginning of the year to the end of May 2025 is 2,183.825 billion VND, reaching 43.36% of the target, an increase of 667.05 billion VND (43.98%) compared to the same period. The remaining revenue to be collected by the end of the year is VND 2,852,686 billion. The amount of late payment of social insurance, unemployment insurance, and health insurance by the end of May 2025 is VND 132,449 billion, accounting for 2.63% of the amount receivable; down 1.05% compared to the end of the previous month, down 2.21% compared to the same period last year.
To achieve that result, the Social Insurance sector has effectively organized and implemented communication activities in response to the National Social Insurance Month. Coordinated with press and media agencies to strengthen propaganda on social insurance, health insurance, and unemployment insurance policies. Well implemented the management and operation of communication content on the Fanpage and Zalo OA of the provincial Social Insurance to ensure safety and efficiency; continued to post and promptly reflect the activities and work results of the sector on digital media platforms.
The work of settling and paying social insurance and unemployment insurance regimes and policies has always been seriously implemented by the Social Insurance, ensuring full and timely payment to each participant and beneficiary. During the month, new social insurance regimes were settled for 5,000 people and unemployment insurance benefits were coordinated for 2,383 people. Accumulated to the end of May 2025, 21,479 new social insurance beneficiaries were settled and 7,311 unemployment insurance beneficiaries were coordinated for payment.
In particular, continue to synchronously deploy many solutions to strictly and effectively control the Health Insurance Fund, ensure correct and sufficient spending, timely serve medical examination and treatment activities, care and protection of people's health and ensure the rights of health insurance participants. In May 2025, An Giang had 372,400 inpatient and outpatient health insurance examination and treatment visits (an increase of 5,932 visits (1.62%) over the same period), with the amount of appraisal and payment of 161,316 billion VND (an increase of 9,427 billion VND over the same period). Accumulated to the end of May 2025, the whole province had 1,889,094 inpatient and outpatient medical examinations and treatments with the amount of appraisal and payment of 787,545 billion VND, accounting for 45.85% of the expected expenditure assigned in 2025, 10.04% higher (71,861 billion VND) than the expected expenditure for the first 5 months of the year; the remaining expected expenditure by the end of 2025 is 930,095 billion VND.
Financial management is carried out strictly and in accordance with regulations; serving timely payment to participants and beneficiaries, linking with the tasks of collection, disbursement, policy settlement, fund management and development of social insurance, unemployment insurance and health insurance participants; preventing profiteering. In May 2025, social insurance and unemployment insurance expenditure was VND 366,493 billion; accumulated to the end of May 2025, social insurance and unemployment insurance expenditure was VND 1,598.31 billion. Payment and management of beneficiaries through the postal system are basically complete, in accordance with the regime, timely and safe.
Inspection, examination, administrative procedure reform, and digital transformation have been promoted. Accumulated to the end of May 2025, 657,887 records have been received and 655,165 records have been returned. The Social Security continues to vigorously implement digital transformation, applying information technology in professional fields, ensuring effective implementation of digital transformation tasks under the direction of the Government and Vietnam Social Security.
From June 1, 2025, Social Insurance Region XXXIV officially operates on the basis of merging Social Insurance of 2 provinces (An Giang - Kien Giang), marking a step to streamline the organizational apparatus according to the policies of the Party and the State. The Social Insurance sector continues to proactively advise Party committees, local authorities, steering committees at all levels to direct the implementation of social insurance and health insurance work. Strengthen communication of policies and laws on social insurance, health insurance, and unemployment insurance; collection and development of participants in social insurance, health insurance, and unemployment insurance; settlement and implementation of social insurance and unemployment insurance regimes and policies.
