Quang Ninh: Light damage, urgent repair
Due to the impact of storm No. 3, last night and early this morning, July 22, Quang Ninh province had winds of level 6, level 7, accompanied by widespread rain. As of 9:00 a.m. on July 22, storm prevention and control measures for storm No. 3 were basically ensured, localities were safe during the storm, no human casualties were recorded, and some trees were broken during the storm.

According to initial reports, all 54 communes, wards and special zones in the province have not suffered major damage caused by the storm.
Currently, strong winds have caused some trees along the road to fall, some roofs and billboards to be damaged and fall across the road, posing a potential risk of traffic accidents and hindering emergency response.
Typically, in Co To Special Zone, where storm No. 3 made landfall the earliest on the night of July 21, all medical centers, schools, vehicles in the storm shelter, and households were safe during the storm, with no significant property damage.
Van Don Special Zone directs functional branches and assigned forces to strictly manage people and vehicles passing through the port, absolutely not allowing people to arbitrarily return to aquaculture rafts at sea without official notice from competent authorities.
In localities such as Mong Cai 1, Mong Cai 2, Mong Cai 3, Vinh Thuc, Hai Ninh, Hai Son, Quang Duc, Quang Ha, Duong Hoa, Cai Chien, due to proactive implementation of storm prevention, response and response to storm No. 3, basically no human damage was recorded; property damage was at the lowest level.
In Mong Cai 1 ward alone, the storm caused strong winds of level 6-8, gusts of level 9 and scattered showers; recorded 1 corrugated iron roof of a workers' shed was blown off and 9 trees were knocked down, no casualties. The authorities promptly fixed the problems, ensuring smooth traffic.
Currently, communes, wards, and special economic zones are still proactively and synchronously implementing solutions to overcome the consequences of storm No. 3 in the spirit of "3 before, 4 on-site," absolutely not being negligent, subjective, or losing vigilance against natural disasters.
Hai Phong evacuated nearly tens of thousands of people to storm shelters
Hai Phong City has 97 old apartment buildings in 10 wards, with a total of 6,359 residents. As of July 22, localities have evacuated 4,994 people. For low-lying areas, localities have evacuated 11,233 people to safety.
At Bach Long Vi Special Zone, at 8:00 a.m. this morning, there was light rain and winds of level 7-8. Before that, at 11:00 p.m. on July 21, the winds gradually increased to level 9-10, gusting to 11-12.
The Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of the Special Zone has directed agencies, units and residential areas to compile initial statistics of damage in the area; including damage to agriculture, forestry, salt production, some trees with broken branches and uprooted; crops crushed; no human casualties.
Determining that storm No. 3 is a dangerous storm with a large area of influence, the entire city of Hai Phong has been preparing plans to prevent and combat the storm before, during and after the storm.
Hai Phong has established a Zalo group with 114 commune, ward, and special zone chairmen and leaders to promptly deploy disaster prevention and control work; mobilize 100% of the military force, organize 24/7 on-duty; direct the Dike Management Departments to assign specialized management forces to increase departments and branches to strengthen inspection of dike routes, especially the locations of key dikes, embankments, and culverts that have been identified to promptly detect and advise on measures to handle construction incidents from the first hour, ensuring the safety of the dike system.
In the city, there are 75 key locations of dikes (13 key dike locations; 11 key embankments; 43 key culvert locations; 1 border gate; 7 landslides); of which, the city level is 8 points (1 point in the West in Chi Minh commune; 7 points in the East in Viet Khe ward, Le Ich Moc ward, Thuy Nguyen ward); 67 points at ward, commune and special zone levels.
These key points have been built and approved by cities, communes, wards, and special zones for key protection plans according to the "four on-site" motto.
For units, departments and branches, efforts are also being made to prevent and combat storm No. 3. The City Military Command strictly maintains the on-duty regime, organizes the review and inspection of coordination plans and plans, prepares forces and means, and is ready to handle any situations that may arise. Over 25,000 military forces are participating in the response.
The city police proactively inspected and reviewed the unit's disaster prevention and control plans and strategies, focusing on ensuring the safety of people's lives and property and maintaining order and security before, during and after the storm. The joint force involved 9,400 people in the response.
The Department of Agriculture and Environment (the standing agency for natural disaster prevention and control) urges localities and project management boards (investors) to strengthen inspection of dikes and irrigation works and proactively handle any incidents that may arise from the first hour; requires investors of dike projects under construction in the city to immediately implement measures to ensure safety for the works.
Assign and arrange to strengthen leadership and staff on duty to organize regular and 24/7 duty to promptly grasp the situation of rain, floods and developments of storm Wipha; summarize the response implementation of localities and sectors, and report according to regulations.
The Department of Construction conducted inspections and found that there are currently 32 black spots for flooding (areas that are flooded when the rain is over 50mm, for rains that have been repeated continuously in recent years, combined with high tides). The Department also regularly patrols, monitors, and prepares machinery and equipment to promptly handle landslides to ensure smooth traffic.
Hai Phong Electricity One Member Limited Liability Company has proactively inspected the electrical system and has a plan to prioritize stable power supply at government agency headquarters to serve the direction and operation in all situations.
The Department of Science and Technology has directed Hai Phong Telecommunications, Hai Duong Telecommunications, and Viettel Hai Phong to check 3 satellite phones (Hai Phong Telecommunications 1, Hai Duong Telecommunications 1, Viettel Hai Phong 1) ready to serve the city's leaders in emergency situations.
The city's health sector has also prepared adequate equipment, vehicles and preventive medicine, ensuring emergency care, transportation, admission, treatment, dispersal and evacuation of facilities, medical staff and patients to safe places according to the established plan.
Lao Cai urgently evacuates people and tourists in Sa Pa
On the night of July 21, Sa Pa ward authorities (Lao Cai) urgently evacuated hundreds of residents and tourists to safety.
Lao Cai's local authorities and sectors are continuing to inspect, review, and resolutely evacuate households from areas at risk of landslides, flash floods, and flash floods to ensure people's safety.
