Festivals in Ha Nam take place most often in the first three months of the year and in the eighth lunar month. Almost all festivals include rituals, palanquin processions, incense offerings, and readings of congratulatory messages and speeches. While the rituals are solemn and often take place in small, closed spaces, the festivals are the most exciting and vibrant because of the open spaces and the participation of many people.
According to statistics, over 87% of festivals in Ha Nam have a festival part. These festivals create a space for folk cultural activities rich in identity, preserving the unique values of the locality. In addition, among the festivals in Ha Nam, there are quite a few craft village festivals. Currently, Ha Nam has 65 recognized craft villages, including 35 traditional craft villages and 30 craft villages. Typical craft village festivals include: Doi Tam communal house festival (Tien Son, Duy Tien) worshiping the founder of the drum making profession; Cao Da communal house and pagoda festival (Nhan My, Ly Nhan) worshiping Saint Lu Ban - the founder of the carpentry profession;... The most prominent feature of Ha Nam festivals is the close connection between the festival space and historical relics with outstanding cultural, historical, architectural and religious values, long-standing communal houses, temples and pagodas. Thus, in order to preserve and promote the value of the festival, the preservation and restoration of relics need to be paid attention to. Since the Law on Cultural Heritage was promulgated in 2001, amended and supplemented in 2009, with the attention of the Central Government, Ha Nam province has deployed, allocated and effectively used investment capital from the State budget for the restoration and restoration of relics. Of which, from the capital source of the National Target Program, the whole province has had nearly 80 relics and relic clusters restored such as: Doi Son Pagoda, Vi Ha Communal House, Hoa Ngai Communal House, Van Xa Communal House, Ba Danh Pagoda, Tran Thuong Temple, etc.
Along with funding from the Central Government, Ha Nam province has also issued decisions with projects to prevent degradation, restore and embellish provincial-level relics. From these projects, more than 60 provincial-level relics and relic clusters have been invested in and restored using the provincial budget. Without relying on state support, many localities in the province have promoted socialization, mobilizing hundreds of billions of VND from people and social organizations to contribute to the restoration and embellishment of relics.
In order to preserve and promote the value of festivals, especially traditional festivals, for many years, the culture, sports and tourism sector has organized folk culture festivals of typical relics throughout the province. This is a creative way to both promote heritage and perform to preserve the subtleties and uniqueness of local festivals. At each festival, in addition to introducing the relics, the teams also clearly demonstrate the intangible cultural values associated with the relics, which is the performance of traditional folk activities during the festivals or the spring and autumn festivals; many localities choose to perform the rituals of the sacrificial teams taking place during the festival. These rituals are all performed according to the standards of traditional rituals. In particular, the teams participating in the festival have not professionalized folklore, not turned folk performances into products of professional directors; Costumes, props, musical instruments ensure the traditional character of the nation... contributing to preserving and promoting traditional festivals.
Festivals in Ha Nam are rich and unique, including Tran Thuong Temple Festival, Doi Son Tich Dien Festival, Lieu Doi Wrestling Festival, Lanh Giang Temple Festival, Ba Danh Pagoda Festival, Doi Son Pagoda Festival, and Ba Vu Temple Festival, which have been listed as national intangible cultural heritages by the Ministry of Culture, Sports and Tourism . These are all unique festivals that are widely popular, attracting the attention and participation of many people and tourists. To preserve and promote the value of these festivals, in addition to promoting them on traditional channels, it is necessary to promote the application of technology in digitizing intangible cultural heritages to serve the work of archiving, preserving, exploiting and promoting traditional festivals. In addition, the recognition of outstanding artisans and people's artisans for individuals with many contributions in the field of intangible culture also needs attention, because they are the "living museums" that hold the soul and spirit of traditional festivals.
Currently, Ha Nam is orienting the development of rural tourism and community tourism based on the effective exploitation of traditional cultural values, the landscape environment of rural areas, associated with traditional craft villages and traditional festivals. This is also one of the activities contributing to the preservation and promotion of festival values in the province. Festivals in Ha Nam are not only proud cultural assets but also important resources for the development of cultural and spiritual tourism.
