Phase 1 (from June 4, 2025 to June 10, 2025): Prepare basic conditions to connect, digitize, and clean up data on citizens' marital status information at units under the Department of Justice and the Provincial People's Court.
Phase 2 (from June 10, 2025 to June 30, 2025): Standardize and synchronize marital status information from the Civil Status Database, the Professional Management System for handling and resolving cases and matters of the People's Court (marriage registration, divorce, single status) to the National Population Database for display on the VNeID national identification application (referred to as the VNeID application).
Phase 3 (from July 1, 2025 to August 31, 2025): Implement the use of marital status information on the VNeID application to serve the settlement of administrative procedures and other transactions and requests as prescribed by law. Propose competent authorities to reduce the dossier components for administrative procedures requiring "confirmation of marital status", and proceed to reduce the procedure of "issuing a certificate of marital status" according to the instructions of relevant ministries and branches.
Promote the role of strong leadership and management of heads of departments, branches, sectors and localities in coordinating, implementing and implementing solutions to clean up and synchronize data on marital status in the Electronic Civil Status Database with the National Population Database.
Digitize and clean up marriage information data at civil status registration offices, divorce information according to the Decision and Judgment of the Court to serve sharing with the National Population Database and display on the national identification application (VNeID) to serve the settlement of administrative procedures, reduce the number of documents for administrative procedures requiring "Confirmation of marital status" and proceed to reduce the procedure "Issuance of marriage status certificate" in the province; shorten the processing time of procedures related to vehicle registration; recognition of father, mother, child; birth registration combined with recognition of father, mother, child... to create favorable conditions for citizens.
The effective implementation of the plan aims to ensure that each citizen is fully and accurately updated with marital status information in the National Population Database, can exploit marital status information on the VNeID application, and does not require citizens to present a "Marital Status Confirmation" when performing administrative procedures. Units coordinate closely to ensure the completion of tasks, meeting the progress and quality requirements of the Plan. The implementation process must comply with regulations, ensuring "clear work, clear people, clear time, clear results, clear responsibilities", contributing to achieving the highest efficiency 2 cleaning marital data and reducing procedures for issuing Marriage Status Confirmation Certificates in accordance with actual requirements and local characteristics.
