Protecting the Party's ideological foundation in cyberspace

(LĐ online) - In the current era of information explosion on the internet, social networks with outstanding features such as fast connection speed, wide sharing range, and great impact, are becoming an indispensable need in social life. However, hostile forces take advantage of social networks to spread false views, spread fabricated and distorted information on an increasingly large scale and with increasing intensity to attack the Party's ideological foundation and sabotage the socialist construction of our people.

Currently, Vietnam is among the countries with the highest rate of social network users in the world and the trend of reading news on social networks is increasing. Social networking platforms with a large number of users such as Facebook, YouTube, Zalo, Instagram..., are all developing rapidly, widely covering, bringing many positive impacts such as creating connections, sharing useful information, improving life skills, changing the awareness and behavior of each individual, thereby affecting the development of the whole society; participating in all economic , cultural and social fields of each individual, each country and the international community.

In addition to its superiority, social networks also have negative impacts on social development, people, political security, social order and safety, especially when hostile forces, opportunists and political opponents have been thoroughly exploiting the internet and social networks to sabotage the ideological foundation of our Party. In recent times, hostile and reactionary forces have established and used thousands of social networking sites for propaganda activities to sabotage the ideological foundation and oppose our regime. They focus on distorting and slandering Marxism-Leninism, Ho Chi Minh's thought and the leadership role of the Communist Party of Vietnam . Currently, many social networking sites of reactionaries at home and abroad such as: Provisional National Government of Vietnam, Dan Lam Bao, Quan Lam Bao, Viet Tan, BBC... regularly post articles with crazy and blind anti-Party and anti-regime words. They propagate and distort the policies of the Party and the State, taking advantage of the guise of social criticism, fighting against negativity, corruption, environmental protection, democracy, human rights, religion, ethnicity, etc. to publish articles with false information, unverified, distorted inferences, thereby concluding that those policies are wrong and demanding their elimination. Taking advantage of loopholes and shortcomings in the implementation of socio-economic development policies of authorities at all levels, complicated incidents, etc. to incite public opinion, forming a mentality of resistance, dissatisfaction, opposition, and calling for demonstrations, riots to overthrow the regime.

In addition, social networks can increase the risk of revealing state secrets. Among the tens of millions of Vietnamese people using social networks, there are many officials, party members, working in agencies and units related to state secrets. Many people have the habit of sharing information about their lives, work, and activities of agencies and units on social networks or using social networks as a communication and exchange tool. Meanwhile, the understanding of state secret protection work of some officials and party members is not high, their responsibility and awareness of confidentiality are not good, increasing the risk of revealing state secrets. Taking advantage of the disclosure of state secrets on the internet, many subjects have re-posted confidential documents on social networks, created forums to distort and defame the government.

In the current situation, every citizen must be more responsible when participating in the online community. Along with being alert to identify the plots and sabotage tricks of hostile forces, it is necessary to clearly distinguish between erroneous and hostile viewpoints and legitimate and dedicated counter-arguments. To do so, more than ever, we must build, consolidate and develop a strong "people's hearts and minds position" to protect the Party's ideological foundation in cyberspace. Accordingly, it is necessary to pay attention to:

Firstly, building, developing and perfecting the legal system to manage activities on the internet and social networks is an inevitable, objective and top priority issue. Authorities at all levels need to regularly monitor, survey, evaluate, and promptly advise competent authorities to adjust, supplement and perfect the legal system, ensuring that the management of internet and social network activities is consistent with social and community activities, truly "beneficial to the country and the family", effectively preventing negative aspects.

Second, improve the quality of propaganda,education of awareness and responsibility for the people, first of all the cadres, party members, civil servants, public employees, students when using social networks. To effectively implement this content, Party committees at all levels need to innovate the content, form and methods of propaganda and education to suit each target group, making them aware of and implementing the Party's guidelines and policies, the State's policies and laws on freedom of information, freedom of the press, management and use of the internet and social networks.

Third, promote the vanguard and exemplary role of cadres and party members in implementing Regulation No. 85-QD/TW dated October 7, 2022 of the Secretariat on cadres and party members establishing and using personal electronic information pages on the internet and social networks, contributing to firmly protecting the Party's ideological foundation, fighting against erroneous and hostile views and building a civilized, healthy and safe social network environment.

Fourth, for the younger generation, it is necessary to educate them on the safe and smart use of the internet and social networks. In the modern educational environment, the internet and social networks are indispensable. Parents and schools need to work together to build a safe “firewall” for students when using social networks.

Fifth, Party committees, Party organizations and heads of agencies and units need to develop regulations and conventions on the use of social networks; promote the role of political-social organizations, mass organizations, cadres, Party members, union members and association members to be "shock soldiers" in turning their personal websites into a regular and official information and propaganda channel on the Party's guidelines and policies, the State's policies and laws, ensuring that they become "solid fortresses" on the battlefield of the struggle to protect the Party's ideological foundation; proactively "use beauty to eliminate ugliness", voluntarily post, share and spread positive information, directly fight against bad and toxic information, creating a widespread movement to make social networks increasingly positive and healthy.
