Bao Yen integrates and effectively uses investment resources for poverty reduction work.

In the period of 2021 - 2025, the average annual poverty reduction rate of Bao Yen district reached 4.72%, equal to 117.92% of the plan. One of the solutions to achieve the above remarkable results is that the district has integrated and used investment resources for poverty reduction in a timely and effective manner.

In 2024, Bao Yen district was allocated a total capital source to implement sustainable poverty reduction work of more than 34 billion VND, in 2025 the district was allocated a budget of more than 13 billion VND.

The district focuses on prioritizing capital for projects and sub-projects such as: Diversifying livelihoods, developing poverty reduction models; supporting production development in the agricultural sector; developing vocational education and sustainable employment; supporting sustainable employment; supporting housing for poor and near-poor households, etc.

The capital has helped many poor and near-poor households, ethnic minorities, and people in particularly difficult areas to be equipped with new knowledge in production and labor, creating job opportunities; agricultural products are guaranteed to be consumed, bringing stable income, helping the poor have the opportunity to escape poverty.

Notably, localities have effectively used capital to implement projects to diversify livelihoods and develop poverty reduction models. Up to now, the district is implementing 2 projects including: Project "Building and improving the value chain of cinnamon products associated with the development of organic cinnamon material areas" in the communes of Cam Con, Minh Tan, Nghia Do, Vinh Yen, Xuan Hoa invested by the Department of Agriculture and Environment. The scale of new planting is 366.8 hectares, intensive cultivation is 455 hectares with 793 participating households; the capital plan is 5,915 billion VND (capital in 2023 transferred to 3,889 billion VND, capital assigned in 2024 is 2,026 billion VND).

Along with that is the Project "Linking production development with consumption of banana products according to VietGap standards" in the communes: Xuan Hoa, Kim Son, Tan Duong, Yen Son invested by the Agricultural Service Center. Scale 150 ha (140 ha newly planted, 10 ha intensive) with 230 participating households.

By the end of 2024, Bao Yen still has 6/16 communes with multidimensional poverty rates higher than the prescribed level for communes meeting new rural criteria (<13%) including: Tan Tien (19.01%), Xuan Hoa (26.12%), Thuong Ha (15.17%), Phuc Khanh (17.06%), Tan Duong (13.92%), Viet Tien (15.53%).
