With a high sense of responsibility, the Congress promoted democracy, focused on intelligence, discussed, analyzed and objectively and comprehensively assessed the results of the 5-year implementation of the Resolution of the Provincial Party Congress for the 2020-2025 term; reviewed the Review Report of the 20th Provincial Party Executive Committee and approved the Action Program to implement the Resolution of the 1st Congress. The Congress affirmed that, over the past 5 years, the Party Committee and people of Quang Ngai have been united, proactive, creative, made efforts to overcome difficulties, and achieved many important achievements in the fields of politics , economy, culture, society, national defense, security and foreign affairs, creating an important foundation for the new development stage.

Deeply aware of the province's position and role in the overall development of the country, and at the same time facing the requirements and aspirations of the Party Committee and the People, the Congress analyzed and forecasted the situation, clearly identified opportunities, as well as difficulties and challenges. On that basis, the Congress discussed and unanimously passed the Resolution with absolute consensus. This is a collective work, crystallizing the wisdom and will of the entire Party Committee, demonstrating the aspiration to make Quang Ngai a fairly developed province of the country in the 2025-2030 term.

At the closing session, the Congress also announced the list of Provincial Party Delegation attending the 14th National Congress of the Party, including 37 official delegates and 03 alternate delegates.

In her closing speech at the Congress, Party Central Committee member and Provincial Party Secretary Bui Thi Quynh Van affirmed that the success of the Congress was the result of the intellectual and dedicated contributions of the delegates, and the crystallization of the will and aspirations of the entire Party Committee and people of Quang Ngai. That success also demonstrated the correct and creative application of the Party's guidelines, viewpoints and policies to the practical conditions of the province, and at the same time was a great source of encouragement and motivation for the Party Committee, army and people of the province to continue to move forward firmly in the new journey.

The Congress expressed deep gratitude for the regular and close leadership and direction of the Politburo, the Secretariat, General Secretary To Lam and the Central agencies of the Party, the State, the National Assembly , the Government, the Vietnam Fatherland Front; and thanked the attention and support of the leaders, former leaders of the Party and the State, agencies, units and localities. The Congress respectfully thanked the provincial leaders of all periods, the Heroic Mothers of Vietnam, Heroes of the People's Armed Forces, Heroes of Labor and all cadres, party members, armed forces, businesses and people who have made important contributions to the success of the Congress.

The Congress also expressed its deep gratitude to the central and local news agencies, newspapers, radio and television for promptly reporting and vividly reflecting the activities of the Congress, contributing to spreading the spirit, momentum and confidence of cadres, party members and people in the province. At the same time, the Congress acknowledged and commended the efforts of the Organizing and Service Subcommittees, agencies, units, cadres, civil servants, public employees and workers who were dedicated and responsible for the Congress to take place successfully.

In a joyful, excited and determined atmosphere, the Congress called on the entire Party Committee, all levels, sectors, cadres, party members, civil servants, public employees, business community, armed forces and people of Quang Ngai at home and abroad to continue promoting the revolutionary tradition, the spirit of solidarity, self-reliance, self-improvement, aspiration to rise up, join hands and unite to successfully implement the Resolution of the 1st Provincial Party Congress, contributing to building Quang Ngai to develop more and more.
