On the morning of November 25, Khanh Hoa Provincial Party Secretary Nghiem Xuan Thanh, along with relevant departments and branches and leaders of many educational institutions affected by floods, had a working session at the Department of Education and Training to assess the situation and propose solutions to overcome the consequences.

Accordingly, the recent prolonged rains have caused severe impacts on a large area, causing many schools to be deeply flooded, equipment damaged, and students to have to temporarily stop school to ensure safety. The whole province currently has 804 educational establishments with 447,843 students and 21,381 staff and teachers directly affected by natural disasters.

Implementing the direction of the Provincial People's Committee, the Department of Education and Training has promptly issued documents guiding the response to heavy rains, flash floods, and landslides; requiring schools to develop disaster prevention plans and prepare forces to support overcoming the consequences. Educational institutions proactively let students stay home from school when conditions are not safe, at the same time develop appropriate make-up teaching plans and implement measures to protect facilities, documents, and books.

Previously, on November 23, after the floodwaters receded, the Department of Education and Training established four working groups to inspect the heavily damaged facilities in Tay Nha Trang, Dien Khanh, Khanh Vinh and many low-lying communes. Many schools were deeply flooded, had no electricity or water; equipment and teaching aids were completely damaged. The Department directed units to urgently clean up mud, clean the environment and repair essential items. Many localities mobilized military, police and youth union members to support schools to soon restore teaching and learning conditions.

Along with the recovery work, the damage statistics were quickly deployed. As of 4:30 p.m. on November 24, the whole province had compiled a summary of the great need for repair of facilities and equipment. Particularly for textbooks and learning tools, 82 educational institutions reported a total of 46,689 elementary school books, 87,379 middle school books and 8,861 high school books damaged and in need of replacement. The Department of Education and Training has sent a report requesting urgent support from the Ministry of Education and Training .

At the meeting, Provincial Party Secretary Nghiem Xuan Thanh acknowledged the sense of responsibility and great efforts of the team of teachers and managers in maintaining teaching activities and directly cleaning up in conditions of shortage of human resources; especially in kindergartens where the teaching staff is mainly female. He shared the difficulties with the heavily damaged schools and requested the sectors and localities to prioritize maximum resources to welcome students back to school soon in the safest conditions. Up to this point, the whole province still has 69 facilities that have not been able to resume operations and are continuing to clean up the schools.

Secretary Nghiem Xuan Thanh added that one of the major difficulties at present is that students lack books, supplies and uniforms. Provincial leaders agreed not to require uniform uniforms during this period to reduce financial pressure on parents and create conditions for students to return to school as soon as possible. The province has allocated emergency support funds to localities affected by the damage from 1 to 2 billion VND depending on the level. In addition, the province decided to support each student with 650,000 VND to buy books, basic uniforms and school supplies.

According to the representative of the Department of Finance, the province will complete the mechanism guidance and arrange funding for repairs for educational facilities and disburse the funds no later than November 26, in order to speed up the repair progress and prioritize heavily damaged schools, ensuring the early restoration of safe teaching and learning conditions to welcome students back to school.

Khanh Hoa Department of Education is closely coordinating with departments, branches and local authorities to continue to promote the work of overcoming consequences, not to interrupt students' studies after this serious natural disaster.
