Binh Dinh inaugurated Quy Nhon Clean Water Plant (phase 1) worth nearly 400 billion VND
Saigon Construction and Environmental Technology Joint Stock Company has just held the inauguration ceremony of Quy Nhon Clean Water Plant Project (Phase 1). The project is under the form of a build - own - operate contract.

Binh Dinh Provincial People's Committee has just coordinated with Saigon Construction and Environmental Technology Joint Stock Company (SENCO) to organize the inauguration ceremony of Quy Nhon Clean Water Plant (phase 1).
At the inauguration ceremony, Mr. Mai Xuan Tien, General Director of SENCO (and Chairman of Senco Quy Nhon Company Limited) said that the Quy Nhon Clean Water Plant Project is invested in the form of public-private partnership (PPP), planned on an area of over 3.3 hectares, with a capacity of 60,000 m3/day and night for both investment phases.
In phase 1, the plant has a capacity of 30,000 m3/day and night, with a total investment of nearly 400 billion VND, officially operating from May 2024 and is fully automated by a monitoring and data collection control system (scada). According to Mr. Tien, the goal by 2030, the completed investment plant will reach a capacity of 60,000 m3/day and night.
Speaking at the inauguration ceremony, Mr. Nguyen Tu Cong Hoang, Vice Chairman of Binh Dinh Provincial People's Committee affirmed that the Quy Nhon Clean Water Plant Project (Phase 1) came into operation to concretize the approved urban and industrial water supply planning project of Binh Dinh province; deploy specific tasks on developing water supply infrastructure, ensuring the target of 83% of urban residents being provided with clean water by 2025.
In addition, the project's operation and exploitation contribute to improving the capacity to provide clean water sources that meet standards and regulations, and provide safe water for people and water users in Quy Nhon City, Tuy Phuoc District and neighboring areas...
The Vice Chairman of Binh Dinh Provincial People's Committee requested the project investor to organize the management and operation of the clean water plant to ensure stability, regularity, and continuity; regularly monitor, inspect, and supervise the quality of water after treatment, and ensure the quality according to national technical standards... At the same time, the investor urgently completes the remaining documents and procedures of the project.
It is known that on July 28, 2020, the People's Committee of Binh Dinh province issued Decision No. 3020 approving the results of selecting investors to implement investment projects in the form of build-own-operate contracts (BOO contracts): Quy Nhon Clean Water Plant Project (phase 1). Construction sites in An Nhon town, Tuy Phuoc district and Quy Nhon city.
Accordingly, Saigon Construction and Environmental Technology Joint Stock Company is the winning contractor. The time limit for commencement, completion of construction and operation is 360 days from the date of signing the project contract; the term of the project contract is 25 years from the date of delivery of commercial clean water.
The total initial investment capital is more than 367 billion VND (30% of the investor's equity, the rest is bank loans). The starting wholesale price of clean water in the first year (2021) when the project is put into operation to produce commercial clean water is 5,819 VND/m3 (excluding taxes and fees) and according to the roadmap, the wholesale price of clean water will increase by 6.5% each year compared to the wholesale price of clean water in the previous year.
Then, on April 4, 2024, the People's Committee of Binh Dinh province issued a decision approving the adjustment and supplementation of the investment project to build the Quy Nhon Clean Water Plant Project (phase 1). Accordingly, the Project's basic design was adjusted for a number of items including the collection works, raw water pumping station; raw water transmission pipeline; clean water transmission pipeline.
After adjustment, the total project cost increased by more than VND 27 million (to more than VND 394.9 billion). At the same time, the implementation period of the adjusted and supplemented project is 2019 - 2024, in which commercial clean water is distributed before May 15, 2024; completing the project construction settlement in the fourth quarter of 2024.
SENCO has its office address at 163 Nguyen Van Troi Street, Phu Nhuan District, Ho Chi Minh City. In Binh Dinh, SENCO is also the investor of the Ha Thanh Water Treatment Plant Project (approved in March 2016, area 8,437m2 in area 9, Tran Quang Dieu Ward, Quy Nhon City). According to the investor, the project was inaugurated on January 6, 2017.
