Now over 70 years old, having served as a commune official for over 30 years and as a village elder for nearly 10 years, Mr. Rơ Châm Chích (Ben village, Ia Chia commune) never imagined that his commune would have such a beautiful and modern cultural communal house today.
He shared: "The people of our commune are very grateful to the Ministry of National Defense and the 15th Army Corps. Without their help, it would probably have been a long time before the people had such beautiful communal houses."

The Ia Chia commune's cultural communal house, built with an investment of over 3 billion VND, was donated to the local government and people by the 15th Army Corps. This is one of four cultural communal houses supported by the Ministry of National Defense and the 15th Army Corps in the province, with a total cost of over 12 billion VND.
In Chu Ko village (Ia Puch commune), there are also many heartwarming stories of sharing and mutual support stemming from the "Connected Household Pair" model. In 2023, the family of Mr. Lo Van Que (Muong ethnic group, rubber tapper) formed a brotherhood with the family of Mr. Siu Ghin (Jrai ethnic group). Since then, the two families have not only helped each other with rubber tapping but also supported each other in farming and other family economic development activities.
Mr. Lo Van Que said: “Once we bonded, the two families treated each other like brothers and sisters, helping each other whenever needed. My family came from Thanh Hoa to settle here, unfamiliar with the customs and traditions, and received a lot of guidance from Mr. Siu Ghin's family. The two families regularly encouraged each other to focus on production, overcome illness and hardship, and strive for a better life.”

The "Household Pairing" model was created based on the political security situation, customs, and socio-economic life in the localities, especially after the two riots in February 2001 and April 2004 in the Central Highlands.
In 2006, the 15th Army Corps directed Company 74 to implement the model with the first 30 pairs of households. To date, the model has been replicated throughout the Army Corps with more than 4,300 pairs of households.

Colonel Khuat Ba Cao, Secretary of the Party Committee and Deputy Commander of the 15th Army Corps, stated: “To build a strong mass mobilization unit, the Party Committee and the Command of the 15th Army Corps focus on leading and directing agencies and units to thoroughly understand and study Ho Chi Minh's ideology and the resolutions, directives, and conclusions of the Party on mass mobilization work. We emphasize innovating the forms and methods of propaganda and mobilization; and at the same time, concretizing them with practical measures to organize effective mass mobilization work at all levels.”
Currently, the 15th Army Corps is involved in strengthening the political system in 31 communes and wards, 197 Party branches, and 85 other political and social organizations; 67 officers and soldiers are assigned to participate in local organizations.

Every year, the Corps also combines the unit's emulation movement with the following movements: Joining forces to build new rural areas; Joining hands for the poor - Leaving no one behind; National unity in building a cultured life; National unity in building new rural areas and civilized urban areas.
Over the past five years, the unit has mobilized nearly 250,000 man-days of labor to help villages clean up, renovate neglected gardens, develop production, overcome the consequences of natural disasters, droughts, and epidemics; clear more than 600 km of border patrol roads; and plant more than 40,000 trees and fruit trees of various kinds.
The army corps supported civilian infrastructure projects with a total budget of 12.73 billion VND; invested in repairing and building 165.3 km of roads and 85 bridges worth nearly 120 billion VND...
Major General Hoang Van Sy, Commander of the 15th Army Corps, stated: “The Army Corps has led, directed, and implemented many practical and effective models of effective mass mobilization, which have been recognized by the Ministry of National Defense, local Party committees, authorities, and the people. In the coming time, we will continue to implement new mass mobilization methods to care for the lives of the people and support localities in building new rural areas.”
