Ministry of Public Security warns of fraudulent tricks to install fake VNeID applications

Taking advantage of the arrangement of administrative units, scammers impersonate state management agencies to call and instruct people to access links or install fake VNeID applications containing malicious code.

On July 5, the Ministry of Public Security issued a warning about the scam of installing fake VNeID applications, taking advantage of administrative unit arrangements.

The Ministry of Public Security said that from July 1, 2025, the Resolution on the arrangement of provincial-level administrative units will officially take effect. Accordingly, the country has 34 provincial-level administrative units, including 28 provinces and 6 cities.

Taking advantage of the above situation, scammers impersonated state management agencies such as local police, civil status officers of new communes/wards, calling to instruct people to access links or install fake VNeID applications containing malware to take control of phones, thereby appropriating people's assets.

The methods and tricks of the subjects are: calling using regular mobile subscribers or virtual switchboards, impersonating agencies and organizations, introducing themselves as officials of the People's Committee of the commune/ward, local police... to announce changes in the administrative apparatus, asking people to update new information.

The subjects collected people's personal information in advance and provided it to create trust before asking them to follow their instructions.

The subject asks people to access the link provided by them or install the VNeID application, a fake public service containing malicious code.

After people have accessed or installed the application, they have taken control of the device, continuing to lure people to follow instructions to find a way to get the OTP code of the bank account or lure people to look at the phone to get biometric data, thereby appropriating money in people's bank accounts.

The Ministry of Public Security warns people to absolutely not follow the phone requests of callers claiming to be commune/ward officials, local police, etc. If you need to update information, you must go directly to the commune/ward police where you live; propagate and mobilize family, friends, and relatives to be vigilant against the above methods and tricks.

In case people have accessed a link or installed an application containing malicious code, immediately contact the bank to lock the account and turn off the phone, not giving the subjects the opportunity to obtain the bank OTP code or biometric data.

People should report to the nearest police station when they are scammed and have their property appropriated on the internet.

The Ministry of Public Security also noted that the VNeID application was developed by the National Population Data Center, which can be searched and downloaded from CH Play (for Android) or App Store (for iOS), and is labeled as a Government application or developed by a State agency. People should carefully research the information of the applications before downloading./.
