On the morning of November 24, in Hanoi , the Ministry of Public Security held a ceremony to receive the Prime Minister's Letter of Merit and award prizes to groups with outstanding achievements in preventing and combating drug-related crimes.
Deputy Prime Minister Tran Luu Quang, member of the Party Central Committee, Head of the Government's Steering Committee for Crime Prevention and Control; Chairman of the National Committee for AIDS, Drug and Prostitution Prevention and Control attended, presented the Prime Minister's letter of commendation and delivered a speech.
Also attending the ceremony were: Lieutenant General Nguyen Duy Ngoc, member of the Party Central Committee, Deputy Minister of Public Security; Lieutenant General Nguyen Van Vien, Director of the Drug Crime Investigation Police Department.
According to the report of the Department of Investigation Police on Drug Crimes: In 2023, the situation of illegal production, trading, transportation and use of drugs, especially synthetic drugs in Southeast Asia, is serious and tends to increase, posing many challenges and difficulties for drug prevention and control work in our country.
The drug crime situation remains complicated on all key routes: Northeast, Northwest, North Central - Central Highlands, Southwest, sea routes, air routes, postal routes...
With great efforts and determination, in the first 11 months of 2023, the National Drug Crime Investigation Police force successfully discovered nearly 24,800 cases, arrested nearly 38,700 drug criminals, seized nearly 450kg of heroin, over 4.9 tons of synthetic drugs, 80kg of opium, 480kg of marijuana, and 330kg of cocaine.
The Drug Crime Investigation Police Department alone successfully solved 75 cases, arrested 205 subjects, seized 120 kg of heroin; 2.4 tons of synthetic drugs, 320 kg of cocaine, 60 liters of synthetic cannabis oil and many related assets and evidence.

Speaking at the ceremony, on behalf of the Prime Minister, Deputy Prime Minister Tran Luu Quang commended and congratulated the achievements that the comrades had achieved, contributing to ensuring security and order, protecting a peaceful and happy life for the people, worthy of the title of Hero of the People's Armed Forces.
The Deputy Prime Minister emphasized that over the past time, under the strong and close leadership and direction of the Party and State; the participation of Party committees at all levels, authorities, socio-political organizations, and unions from the central to local levels; the consensus and active participation of people from all walks of life; the help of international friends, especially the great efforts and determination of the People's Public Security force, with the core role of the Drug Crime Investigation Police force, our drug prevention and control work has achieved many outstanding results.
Deputy Prime Minister Tran Luu Quang emphasized that the large amount of evidence seized recently shows that the Drug Crime Investigation Police force has made efforts to gradually stop the "supply" of drugs early, from afar, from the source, limiting the consequences and harms of drug crimes and social evils; contributing to reducing criminal offenses, maintaining political security, social order and safety, effectively serving the task of socio-economic development of the country.
In particular, Deputy Prime Minister Tran Luu Quang acknowledged and shared the hardships, difficulties, hardships and even dangers that the police force investigating drug crimes had to face.
Even in the fight against and solving crimes, many officers and soldiers were injured and sacrificed. Most recently, Captain Tran Trung Hieu, a police officer of Xuan Hong commune, Nghi Xuan district, Ha Tinh province, heroically sacrificed himself while arresting a drug offender on November 13, 2023.
To create strong changes in the work of preventing and combating drug crimes and social evils, the Deputy Prime Minister requested the Ministry of Public Security to direct the national drug crime investigation police force to continue to promote its leading and core role in drug prevention, combat and control; proactively grasp the situation, fight and destroy transnational drug trafficking and transportation rings, arrest masterminds and ringleaders; eradicate and completely resolve points and locations organizing illegal drug use; and transform complicated drug-related areas.
At the same time, he requested the Ministry of Public Security to continue directing the Drug Crime Investigation Police Department to coordinate with relevant units, localities and functional forces of the neighboring country to fight, expand exploitation, and arrest all subjects in the chain; coordinate with the Procuracy and the Court to prosecute and strictly try, for general deterrence and prevention.
In addition, Deputy Prime Minister Tran Luu Quang requested the Ministry of Public Security to strengthen inspection and handling of violations of business establishments with conditions on security and order. The Ministries of Public Security, Industry and Trade, Finance, Health, and Agriculture and Rural Development should strengthen management and control of precursors in import and export and production and business, not allowing criminals to take advantage of the domestic production of synthetic drugs;
At the same time, the Ministries proposed the management of e-cigarettes, taking effective measures to prevent the infusion of narcotics into e-cigarettes, food, and beverages; not allowing drugs to "hide" and attack schools, affecting the younger generation, students, etc.
The Deputy Prime Minister also said that other issues that need attention are to strengthen, expand and improve the effectiveness of international cooperation on drug prevention, control and combat with countries and international organizations, first of all with countries sharing borders, with the motto of proactive prevention from afar, early on from friendly countries; responsibly implement international commitments on drug prevention and combat that Vietnam has signed and participated in; coordinate to maintain the common stance of ASEAN countries on the drug issue.
There are currently more than 296 million illegal drug users in the world. Our country currently has over 228 thousand drug addicts, illegal drug users and people under post-rehabilitation drug management; most of them are unemployed or have unstable jobs, posing a high risk of crime and social order and security complications. |
