According to Thanh Nien statistics from the 2025 high school graduation exam score data of the Ministry of Education and Training, the whole country has a total of 936 failing scores. Of these, Hanoi is at the top with 105 failing scores, followed by Hai Phong (Hai Phong, former Hai Duong; 56 failing scores), Thanh Hoa (54), Ho Chi Minh City (Ho Chi Minh City, Ba Ria-Vung Tau, former Binh Duong; 53) and Dak Lak (Dak Lak, former Phu Yen : 47).
In addition to the top 5 provinces and cities with the most failing points, other localities have more than 30 failing points, including Lao Cai (31), Bac Ninh (formerly Bac Ninh, Bac Giang: 33), Tuyen Quang (formerly Tuyen Quang, Ha Giang : 34), Dong Nai (formerly Dong Nai, Binh Phuoc: 37), Da Nang (formerly Da Nang, Quang Nam: 38) and Thai Nguyen (formerly Thai Nguyen, Bac Kan: 41).
On the contrary, the following provinces and cities have 10 or fewer failing scores: Ca Mau (former Ca Mau and Bac Lieu: 10), Tay Ninh (former Tay Ninh and Long An : 8), Dien Bien (7), Lai Chau (5) and Ha Tinh (4).

In terms of exam subjects, in Hanoi, most of the failing scores were in math with 94 exams, accounting for 89.5% of the total failing scores in this locality. Other subjects that also had failing scores in Hanoi were literature (4), foreign languages (3), physics (2), history and biology (1). Similarly, in Hai Phong - the locality with the second highest number of failing scores, the number of failing scores in math accounted for 80% (45 failing scores), the rest were in literature (10) and foreign languages (1).
Looking more broadly, math also had the most failing scores with a total of 777 exams, followed by literature (87) and foreign languages (28). Meanwhile, the number of candidates with failing scores for the remaining subjects ranged from 1 to 19. In particular, the four new subjects for the 2025 high school graduation exam, namely information technology, economic and legal education, agricultural technology, and industrial technology, did not record any failing scores.
According to the 2025 High School Graduation Exam Regulations of the Ministry of Education and Training, a failing score is defined as 1 point or lower in any subject. If a candidate receives a failing score, he or she will fail graduation, because the high school graduation recognition regulations require that candidates do not receive a failing score in any subject, and must have a graduation score of 5 or higher.
This year, after receiving their high school graduation exam scores, candidates can apply for a review from July 16-25. From July 22, candidates will receive their high school graduation exam results certificate and other relevant certificates for university admission. From July 16 to 5 p.m. on July 28, candidates can register and adjust their wishes an unlimited number of times and pay fees online from July 29 to 5 p.m. on August 5.
Before 5:00 p.m. on August 22, training institutions will notify candidates who have passed the first round of admission and before 5:00 p.m. on August 30, candidates will confirm their admission online for the first round on the Ministry of Education and Training's system.
