Ministry of Public Security: Consequences of the case at the Bien Hoa Central Institute of Forensic Psychiatry are 'very serious'

Major General Phan Manh Truong said the Investigation Police Agency has prosecuted 33 defendants related to the case at the Central Institute of Forensic Psychiatry in Bien Hoa, Dong Nai, including appraisers, the director, former director, and deputy director.

At the press conference of the Ministry of Public Security held on the afternoon of July 7, Major General Phan Manh Truong, Deputy Director of the Department of Investigation Police on Social Order Crimes, informed about related issues in the case at the Central Institute of Forensic Psychiatry in Bien Hoa, Dong Nai.

Major General Phan Manh Truong said that through direct work in the fight against crime, the police force has identified the situation of fake psychiatric examination certificates occurring in many agencies, units, and localities.

Many cases during the investigation, prosecution, trial and execution of sentences cannot be carried out due to psychiatric assessment conclusions.

The Department of Police Investigation of Social Order Crimes has resolutely focused on fighting this type of crime.

The Deputy Director of the Department of Investigation Police on Social Order Crimes said that up to this point, the Investigation Police Agency has prosecuted 33 defendants, including 19 defendants related to the Central Institute of Forensic Psychiatry in Bien Hoa, Dong Nai .

Among them are appraisers, directors, former directors, and deputy directors, mainly involved in four groups of acts: receiving bribes, brokering bribes, giving bribes, and taking advantage of positions and powers while performing official duties.

According to Mr. Truong, the consequences of the incident for society are huge. Many suspects were assessed and found to be false, leading to many cases being suspended, temporarily suspended, or exempted from execution.

Even many subjects after being exempted from serving their sentences continue to violate the law (especially those who commit drug-related crimes, with very high sentences).

Regarding the investigation process of this case, Major General Phan Manh Truong said that based on the investigation authority and the forensic examination process in the judicial field, on March 15, the Ministry of Public Security's Investigation Police Agency handed over the entire case file to the Supreme People's Procuracy's Investigation Agency to continue investigating and handling according to regulations.
