(Dan Tri) - Concluding the conference on solving difficulties for social housing on the afternoon of March 6, Prime Minister Pham Minh Chinh proposed many solutions to promote and develop this type of housing.
Speaking at the national online conference on removing difficulties and obstacles and promoting social housing development chaired by the Prime Minister this afternoon (March 6), Deputy Minister of Construction Nguyen Van Sinh said that the whole country has planned 1,309 locations with a scale of 9,737 hectares of land for social housing.
According to a summary of reports from localities, from 2021 to present, 655 social housing projects have been implemented nationwide with a scale of 593,428 units.
Regarding the 2025 target, Deputy Minister Nguyen Van Sinh said that the construction of 100,000 social housing units will be completed.
The leaders of the Ministry of Construction proposed that the Prime Minister assign the Ministry of Construction to research and preside over the development of a pilot resolution on specific mechanisms and policies on social housing development.
In his concluding remarks, Prime Minister Pham Minh Chinh stated that the State has issued a number of mechanisms and policies to reduce costs and prices for social housing, but quality, standards and regulations must be guaranteed; infrastructure for transportation, society, health, culture, education, sports, electricity and water, etc. must be synchronous and convenient.

The Head of Government emphasized that investing in social housing is investing in the development of society and the country; it is an important task of the political system, requiring the participation of the entire political system, Party committees, authorities, people, businesses...
However, businesses still face difficulties in accessing land, construction investment procedures, bidding, credit, preferential policies, etc. Many localities have slower implementation results than the plan registered in the project.
To create a clear change after the conference, the Prime Minister requested the Ministry of Construction to preside over and review the institutions, processes, and procedures, where the problems are, who will resolve them, how long it will take, when the results will be available, "clearly identify the people, the work, the progress, the responsibilities, and the products". The Prime Minister requested that it be submitted in March, and at the latest in April.
Regarding planning, localities must plan and adjust social housing planning appropriately, and must complete it by the second quarter at the latest. If there are any problems, they must make proposals.
Localities have plans and proactively allocate land to investors; study and recover wasteful projects and land that has been abandoned for many years; resolve problems and allocate them to investors; resolve and arrange adequate and quick land funds for investors; and clear land for businesses.
Regarding the capital mechanism for social housing projects, the Prime Minister requested to study appropriate profit levels, which can be increased, but it is important that the project must be done quickly and promptly.
The Government leader also assigned Deputy Prime Minister Ho Duc Phoc to direct the Ministry of Finance to complete the establishment of a national housing fund in March. The State Bank does not count social housing loans in the credit "room" of banks.
The Prime Minister requested that enterprises implementing social housing projects comply with regulations and avoid negativity and corruption. For social housing projects that have selected investors, the investors are requested to promptly complete legal procedures to start construction according to approved planning projects and investment policies.
When implementing social housing projects, it is necessary to ensure the best quality, synchronous investment in technical infrastructure, social infrastructure. After starting construction of a social housing project, it is necessary to quickly provide, publicly announce, and fully provide information related to the project so that people know how to register to buy, rent...
For localities, the head of the Government requested the establishment of a Steering Committee on social housing development. Projects that have started construction must be determined to complete and put into use this year. Particularly in Ho Chi Minh City and Hanoi, each locality must complete 100,000 apartments by 2030.
The Prime Minister also directed the Ministry of Public Security to intervene and strictly handle cases of fraud and violations of the law in social housing development.
