In the past few days, in the South Central region, there has been very heavy rain over a large area, floods on rivers from Quang Tri to Khanh Hoa have exceeded alert level 2 to alert level 3, many places above alert level 3, especially on some rivers in Dak Lak and Khanh Hoa exceeding historical flood levels in many years (flood on Ba river at Cung Son station in Dak Lak province (formerly Phu Yen ) exceeded the historical flood peak in 1993 by 1.09m).
Heavy rains, especially heavy floods, combined with high tides have caused extremely serious flooding (according to the Ministry of Agriculture and Environment, over 52,000 houses in more than 128 communes and wards in the provinces of Gia Lai, Dak Lak, Khanh Hoa and Lam Dong were deeply flooded); many residential areas were deeply flooded, with strong currents causing separation and isolation, some places are still inaccessible, and there is a risk of food shortages in the coming days.

The Government, the Prime Minister, the National Steering Committee for Civil Defense, and the Ministry of Industry and Trade have issued many telegrams directing units in the industry and trade sector to deploy flood response work in the Central region. However, due to historic floods, the flood situation is still very complicated, especially the risk of flash floods and landslides is very high.
In order to urgently respond to and overcome the consequences of floods and storms, ensure the safety of lives and limit property damage to the people and the State, and implement the Prime Minister's Official Dispatch No. 225/CD-TTg dated November 20, 2025, the Minister of Industry and Trade requests the Heads of units of the Industry and Trade sector to focus on leading and directing decisively, promptly and effectively the work of preventing and responding to complicated developments of floods and storms with the most urgent and drastic spirit, proactively preventing and responding at the highest level, anticipating the worst situations, and urgently and strictly implementing the following tasks:

Direct hydropower dam owners under their management to strictly implement the inter-reservoir operation process and the reservoir operation process approved by competent authorities; closely monitor the hydrological situation, promptly report to competent authorities to flexibly adjust the reservoir operation regime to cut and reduce floods for the downstream area of the dam; be prepared and concentrate all resources to promptly overcome any incidents that occur.
Owners of hydroelectric projects
Strictly comply with the operating procedures of inter-reservoirs and single hydroelectric reservoirs approved by competent authorities, especially when unusual situations arise; operate scientifically, ensure absolute safety for the project, prevent artificial floods, prioritize reducing flood discharge downstream to cut and reduce floods downstream and minimize damage to the people.
Mobilize maximum resources and equipment to provide warning information and notify local authorities and people in downstream areas as soon as possible before discharging flood water according to procedures and operating orders of competent authorities, especially in emergency flood discharge situations.
