Ministry of Industry and Trade evaluates the effectiveness of sending officials to localities

After 2 weeks of sending 34 leaders of Departments and Bureaus to work in provinces and cities, the Ministry of Industry and Trade assessed that initially there were many positive signs, promptly resolving arising problems in the localities.

Officials were sent by the Ministry of Industry and Trade to work and guide local work.

The Ministry of Industry and Trade has just had a summary assessment after 2 weeks of sending 34 leaders and managers on business trips to localities according to Decision No. 2172/QD-BCT of the Minister of Industry and Trade.

According to the assessment, every week, the officials who go on business trips to the locality send reports on the actual situation to the Department of Organization and Personnel to summarize and report to the leaders of the Ministry of Industry and Trade. These reports include proposed solutions to the remaining local problems.

On that basis, the Ministry of Industry and Trade has organized specialized training sessions for localities in the fields of domestic market management, import and export, e-commerce and digital economy , management of branches of foreign traders in Vietnam, trade promotion, competition, consumer protection, etc. The Ministry's hotline has been established to receive and handle feedback and recommendations.

The Ministry also coordinated with a number of Departments of Industry and Trade: Hai Phong, Lai Chau, Ca Mau ... to participate in discussing and resolving difficulties and problems in the process of implementing tasks in the field of Industry and Trade when following the 2-level local government model at the Conference guiding the implementation of Decrees and Circulars on the field of Industry and Trade.

In addition, handbooks and manuals have been edited, published to localities and disseminated in the digital environment, facilitating access.

In particular, officials on business trips to the locality have become a bridge, bringing the local voice to the Central Government.

According to Minister Nguyen Hong Dien, through understanding the situation, the Ministry of Industry and Trade realized that the biggest problem at present lies in the very limited human resources in localities. After 1 month of official operation, the 2-level local government model has basically been operating smoothly and continuously. However, this is a new model, without precedent, so in the initial stage, it is inevitable that there will be difficulties and problems. It is recommended that there should be investment in both "hardware" (machinery, equipment, technology, etc.) and "software" (human resources). In particular, "hardware" can be upgraded gradually, but "software" should be synchronized, local officials need to actively update their knowledge and receive professional guidance.

Leaders of the Departments of Industry and Trade also assessed that the Ministry of Industry and Trade sending officials to work in localities is an extremely urgent decision at this time, a creative policy, close to practical needs, helping to shorten the gap between central and local management agencies. At the same time, it helps information from the grassroots to be reflected honestly, promptly and fully to the management level, avoiding the situation of "bottlenecks" being missed or resolved slowly.

Mr. Nguyen Thanh Man, Director of the Department of Industry and Trade of Quang Ngai province, assessed: With the support of the leaders of the Department of Oil, Gas and Coal assigned to work in the province, the Department of Industry and Trade organized 3 online conferences to communes and wards to resolve difficulties and problems, and at the same time provide training; communes and wards with problems were invited to attend direct training conferences to be "held by the hand", guided and resolved. From the problems of communes and wards and support to resolve problems of management staff of the Ministry of Industry and Trade, the Department of Industry and Trade of Quang Ngai has compiled an electronic Handbook to send to communes and wards to proactively resolve similar problems.

Accordingly, depending on the local characteristics, each officer will have a different approach and implementation of the work. After working with the Department of Industry and Trade, the officers will organize work with a number of communes, wards, and special zones. The officers of the Ministry of Industry and Trade will answer all the local concerns, at the same time act as a bridge to exchange with the Department of Industry and Trade, and advise the Department in a timely, quick, and effective manner.

Previously, on July 29, 2025, the Minister of Industry and Trade signed and issued Decision No. 2172/QD-BCT on sending leading and managing civil servants on business trips to localities. The immediate purpose of sending officials to localities is to solve problems such as: Grasping the actual situation at the local Department of Industry and Trade, of functional agencies at the commune, ward, and special economic zone levels, especially the personnel situation, in performing decentralized and delegated tasks; receiving questions and difficulties from localities; directly guiding and helping to handle issues that can be supported to handle and answer immediately; supporting the provision of answers to remaining issues raised by localities, by forwarding those questions to the appropriate address or proposing solutions and measures to solve the problem.

In addition, the officials who work in the locality will be the ones to discover loopholes in legal documents related to the field of operation of the two-level local government and weaknesses in the organization and arrangement of personnel to do state management work in the field of Industry and Trade at the grassroots level. Thereby, they will reflect, recommend and propose appropriate amendments.
