The Ministry of Education and Training recently sent an official dispatch to universities and colleges training in preschool education (hereinafter referred to as universities) regarding the comparison of score distributions of some combinations of high school graduation exam scores in 2025 and high school academic scores (report card scores).
In the dispatch, the Ministry of Education and Training provided the score distribution of popular combinations of high school graduation exams and high school learning results so that universities have a basis to determine the difference in scores between combinations (if any), before determining the benchmark score.
The Ministry of Education and Training recommends that universities proactively develop and announce equivalent conversion of admission scores between admission groups.
This construction is based on the reference of comparing the score spectrum, percentile (a concept in statistics used to indicate the position of a specific value in a data set, arranged in ascending order - PV) total score of some traditional combinations using the high school graduation exam results after calibration, guidance documents of the Ministry of Education and Training, main subjects for admission of each industry, group of industries, specific requirements of the industry (or school) and statistics, assessment of learning outcomes of previous years.
In case of using the results of separate exams (ability assessment, thinking assessment...) and other methods, based on the percentile announcement of the units organizing the separate exams, the university determines the most suitable combination (original combination, usually the combination with the highest correlation coefficient between the two exams) to convert with the results of the separate exam, without building a bridging relationship.
Universities clearly inform candidates and strictly comply with the admission process; at the same time, they are responsible for explaining the results of the conversion equivalent to the admission score.
For example, for major X, the admission score based on the high school graduation exam results of combination A00 (original combination) is 25/30 points, corresponding to the admission score of the separate exam of 75/120 points; if the admission score based on combination B00 is 24/30, this score will not be used to determine the corresponding admission score of the separate exam.
In case of using high school results, based on statistical data on the correlation between the scores of the 2025 high school graduation exam subjects and the average scores of high school subjects announced by the Ministry of Education and Training in this document, the university will develop and announce the equivalent conversion of admission scores and entrance thresholds for each program, major, group of majors or training field.
Universities that organize independent exams according to the comprehensive exam determine graduation exam subject combinations that are suitable for the characteristics of their own exam and recommend that other universities can use them, clarifying which combination is most suitable to determine as the original combination; guide and support training institutions in building and converting admission scores.
