On July 11, the Government issued Decree 201 regulating the functions, tasks and powers of national universities. This Decree takes effect from September 1, replacing Decree 186.
According to this Decree, Hanoi National University and Ho Chi Minh City National University are public higher education institutions managed by the Ministry of Education and Training , have legal status, have their own accounts and use seals with the national emblem.
The functions of national universities are to provide training at highereducation levels, conduct scientific research and transfer high-quality multidisciplinary and multi-field technology; some training fields are leading in the country and highly ranked in the world.

Regarding personnel, the Prime Minister directly appoints and dismisses the university council chairman, director, and deputy director based on proposals from the Ministry of Education and Training.
The two schools have established working regimes for lecturers and researchers, and signed labor contracts with domestic and foreign lecturers, scientists and experts to attract and promote high-quality human resources.
Regarding training activities, the two national universities have established regulations; practical, specialized, special, gifted, and talented training programs to discover and nurture scientific and technological talents.
Regarding scientific research and innovation, the two national universities have the right to propose and implement national and ministerial-level programs when approved by competent authorities; develop and organize domestic and international scientific and technological cooperation programs.
Currently, the country has two national universities: Hanoi National University and Ho Chi Minh City National University. Hanoi National University was established in 1993 and Ho Chi Minh City National University was established in 1995.
