The Ministry of Education and Training requires not to merge kindergartens and general schools.

Accordingly, the merger will only be carried out within the scope of one commune… Priority will be given to retaining schools with favorable facilities, transportation, and population. Separate schools that do not meet standards will be dissolved. The merged facilities must ensure full conditions at the main school.

The Ministry of Education and Training also encourages the model of multi-level general schools in sparsely populated areas; merging small-scale primary schools in the same commune according to an appropriate roadmap. For continuing education, arrangements will be made for each commune to have a community learning center.

The important point is that the arrangement must not reduce the students' opportunities to go to school, and must not make them travel too far. In particular, kindergartens must not be merged with general schools, nor must continuing education facilities be merged with general schools. The implementation must ensure publicity, transparency, and democracy.
