The Ministry of Transport has just sent an official dispatch to the Ministry of Planning and Investment to participate in the appraisal of the Dat Do Airport construction investment project proposed by Ho Tram Company Limited.
Accordingly, in early November 2023, the Ministry of Planning and Investment sent an official dispatch to the ministries of: National Defense; Public Security; Finance; Transport; Science and Technology; Natural Resources and Environment; Culture, Sports and Tourism; and the People's Committee of Ba Ria - Vung Tau province to seek appraisal opinions on the Dat Do Airport construction investment project.
This is a project proposed by Ho Tram Project Company Limited, expected to be implemented in Loc An and Lang Dai communes, Dat Do district, Ba Ria - Vung Tau province. The airport is located about 8.5km east of Dat Do district center.
According to the proposal of Ho Tram Company Limited, Dat Do airport is invested to ensure the exploitation of A320, A321 aircraft and equivalent with synchronously built technical infrastructure works; airport class is 4C (according to ICAO) and military airport level II; navigation class is CAT I (according to ICAO). The project has a total investment capital of about 3,305,868 billion VND; the project's operating time is 70 years.
Commenting on this project, the Ministry of Transport said that in the Master Plan for the development of the national airport and seaport system for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister on June 7, 2023, the scope of research includes the system of regular civil airports.
Meanwhile, Dat Do Airport is identified as a specialized ground airport model according to Decision No. 3114/QD-BQP dated October 10, 2020 of the Ministry of National Defense with the investment goal of exploiting general aviation.
Therefore, regarding the assessment of conformity with planning, the Ministry of Transport requests the Ministry of Planning and Investment to synthesize the appraisal opinions of the Ministry of National Defense.
Regarding the forecast data for general aviation demand, the Ministry of Transport said: The project dossier does not include statistics on operations, the number of general aviation flights in Vietnam and current data on types of aircraft operating in general aviation in recent years.
Therefore, the Ministry of Transport does not have enough basis to assess the need for general aviation exploitation using A321 aircraft and equivalent or lower.
Regarding flight route forecasts, according to the Ministry of Transport, the general aviation development investment orientation approved by the Prime Minister on June 7, 2023 has determined to "limit general aviation operations at airports with high take-off and landing density".
Meanwhile, the project profile is forecasting general aviation routes connecting Dat Do airport with localities such as Hanoi, Da Nang, Cam Ranh, Ho Chi Minh City, Phu Quoc, which are international airports with high operating density in the national airport system.
According to the Ministry of Transport, in the immediate future, due to the underdeveloped system of specialized airports and general aviation activities, the exploitation of some flight routes to these airports is inevitable.
In the long-term development phase, the Ministry of Transport proposes to continue researching and developing new flight routes to meet exploitation needs and ensure compliance with the orientation in Decision No. 648/Q-TTg.
In addition, the airspace of Dat Do specialized airport is located within the access control area of the existing Tan Son Nhat International Airport, Long Thanh International Airport (expected to be put into operation in the near future), Bien Hoa Airport (already added to the planning) and near Vung Tau Airport (about 30km to the Southwest).
Currently, the design of airspace and flight methods of the cluster of 4 airports Long Thanh - Tan Son Nhat - Bien Hoa - Phan Thiet is in the implementation phase.
Therefore, the Ministry of Transport proposed to review the assessment content "The airspace of Dat Do airport will not affect the flight activities of Long Thanh in the future". In addition, it is proposed to consider and supplement the assessment of the impact of flight activities of Dat Do airport on Vung Tau airport.
Regarding the preliminary total investment, the Ministry of Transport said that the Project dossier only provided a total investment of VND 3,305 billion, but did not include detailed calculations. Therefore, the Ministry of Transport assessed that there was not enough basis to provide comments and requested the consulting unit to supplement the explanation of the calculation method and detailed estimates.
