The Ministry of Transport has just sent a document to the People's Committee of Soc Trang province regarding the investment project of Tran De port area.

Accordingly, the document signed by Deputy Minister Nguyen Xuan Sang clearly stated: The Ministry of Transport supports the proposal of the People's Committee of Soc Trang province on the scale of the Tran De offshore port project belonging to the special seaport category.

Regarding the capital source for the pre-feasibility study of the Tran De port area investment project, the Ministry of Transport said that according to the Master Plan for the development of Vietnam's seaport system for the period 2021 - 2030, with a vision to 2050, the viewpoint of attracting resources is "Mobilizing all resources, especially non-budgetary resources, for synchronous investment, focusing on key areas of the maritime infrastructure system; prioritizing State resources for investment in public maritime infrastructure".

Tran De wharf area is oriented to "develop in the direction of socialization in accordance with the needs of socio -economic development and the capacity of investors".

Therefore, the Ministry of Transport supports the need to conduct a pre-feasibility study on the Tran De port investment project, as a basis for calling for investment according to the approved seaport planning orientation.

Therefore, the Ministry of Transport requests the People's Committee of Soc Trang province to study the capital source (which can be from non-budgetary sources or budget sources) to organize implementation according to regulations.

Perspective of Tran De seaport according to planning.

Previously, the People's Committee of Soc Trang province sent an official dispatch to the Ministry of Transport regarding the policy of preparing a Pre-Feasibility Study Report for the Tran De Seaport Construction Investment Project.

In particular, it is recommended that the Ministry of Transport consider and approve allowing investors to propose projects in accordance with investment laws or the PPP method, in accordance with the needs and capacity of the investor or the State agency proposing the project.

According to the People's Committee of Soc Trang province, the Vietnam Maritime Code stipulates that the seaport sector is under the state management authority of the central agency.

However, to speed up the progress of investment promotion and seaport development to contribute to the socio-economic development of this province and the Mekong Delta region, the leaders of Soc Trang province proposed that the Ministry of Transport support and agree to let the People's Committee of Soc Trang province use the local budget to prepare a pre-feasibility study report for the Tran De Seaport construction investment project with a special port scale, which is the gateway to the Mekong Delta region as a basis for submitting to competent authorities for approval or decision on the project investment policy and selection of investors.

According to the planning approved by the Prime Minister and proposed by Soc Trang province, by 2030, Tran De port will build 6 wharves 1,600 - 2,200 m long, including 4 general and bulk wharves to receive ships with a capacity of up to 160,000 DWT and 2 container wharves to receive ships with a capacity of up to 100,000 DWT. The cargo throughput capacity is about 30 - 35 million tons/year, the port area is 1,400 hectares.

The port will also have a 500m long barge wharf to receive barges up to 5,000T to serve the transfer of goods from the offshore port to the shore, and an 18km long sea-crossing bridge.

Orientation to 2050 and after 2050, upgrade the port to 7 general berths and 8 container berths, receiving ships with a capacity of up to 200,000 DWT (18,000 Teu). The cargo capacity through the port is about 80 - 100 million tons/year.

This phase will also extend the onshore cargo transfer wharf to 7,300 m, receiving ships, inland waterway vehicles, and barges up to 5,000 DWT; cargo throughput capacity is about 40 - 50 million tons per year.

According to the initial calculation of the People's Committee of Soc Trang province, to soon form a gateway port for the Mekong Delta, priority should be given to investment in construction items including: sea-crossing bridge, connecting road after the port with Chau Doc - Can Tho - Soc Trang expressway, breakwater, Tran De offshore port, and shipping channel by 2030.

The total preliminary investment capital of the project is about 42,423 billion VND. Of which, the cost of building the sea-crossing bridge is about 8,886 billion VND, the connecting road behind the port is 663 billion VND, and the offshore port is 24,052 billion VND .
