Ministry of Planning and Investment works with localities on administrative procedure reform

(MPI) – On the afternoon of December 12, 2024, the Ministry of Planning and Investment – a member of the Prime Minister’s Administrative Reform Working Group, worked with 04 localities, including Ha Giang, Lao Cai, Phu Tho, and Yen Bai on administrative reform. Authorized by the Ministry’s leaders, Mr. Phung Quoc Chi, Chief of the Ministry’s Office chaired the meeting.

Attending the meeting, on the side of the Ministry of Planning and Investment, there were representatives of the Department of Business Registration Management, the Department of Bidding Management, the Department of Enterprise Development, the Center for Information Technology and Digital Transformation and a number of other related units. At the bridge points of the localities of Ha Giang , Lao Cai, Phu Tho, Yen Bai, there were representatives of the provincial People's Committee office, representatives of relevant departments and branches of the provinces.

Speaking at the opening of the meeting, Mr. Phung Quoc Chi said that the meeting's objective was to summarize and acknowledge the achievements, difficulties and obstacles in administrative reform that the Ministry of Planning and Investment and four localities have implemented in the past year; propose solutions to overcome difficulties, promote administrative reform to achieve the highest results, and meet requirements.

In recent times, administrative reform in the field of planning and investment has seen many improvements to serve people and businesses; online public services continue to be improved, along with promoting decentralization, delegation of authority, and improving online public services throughout the process.

According to the report presented at the meeting, the Ministry of Planning and Investment and four localities have thoroughly grasped the direction of the Government, the Prime Minister, the Working Group and organized the implementation of administrative procedure reform tasks, achieving some outstanding results in controlling administrative procedure regulations in projects and draft legal documents; decentralization in handling administrative procedures. In 2024, the Ministry of Planning and Investment completed the decentralization of 17 administrative procedures, including 15 administrative procedures in the field of establishment and operation of cooperatives and cooperative unions from the provincial level to the district level in Decree No. 92/2024/ND-CP dated July 18, 2024; 02 administrative procedures in the field of investment from Vietnam to foreign countries.

The report also provides results on reviewing and proposing plans to reduce and simplify internal administrative procedures; simplifying administrative procedures and citizen papers related to residents; reducing and simplifying regulations and administrative procedures related to Judicial Records according to Decision No. 498/QD-TTg dated June 11, 2024; on announcing and publicizing administrative procedures; integrating and sharing data between the administrative procedure settlement information system at the ministerial and provincial levels with national and specialized databases, the administrative procedure settlement information system, providing centralized public services managed by ministries and branches and the National Public Service Portal; synthesizing the set of indicators for directing, operating and assessing the quality of service for people and businesses in performing administrative procedures and public services in real time in the electronic environment in 2024.

At the meeting, representatives of units under the Ministry of Planning and Investment clarified the proposals and recommendations of localities to the Ministry on the progress of administrative procedure settlement on the National Public Service Portal, ensuring the recording of the progress of administrative procedure settlement in real time as prescribed in Decision No. 776/QD-TTg; reviewing and re-evaluating administrative procedures, re-announcing administrative procedures according to the level of public services throughout the process; application forms, electronic declaration forms; time to perform administrative procedures;...

Participating in the discussions at the meeting points, local representatives expressed their agreement with the report presented at the meeting; clearly stated the results achieved, difficulties, obstacles and proposed specific recommendations. Localities also shared methods and models for implementing administrative reform in their localities. At the same time, they said that in the coming time, they will continue to focus on reviewing and proposing the abolition of documents to simplify procedures and comply with regulations; reviewing and cleaning data, making administrative procedures public; digitizing and handling administrative procedures; issuing electronic results on handling administrative procedures.

Localities also agreed that in the coming time, central ministries and branches need to coordinate, connect and share more with local information systems to facilitate lookups to facilitate procedures for people and businesses.

Mr. Phung Quoc Chi said that based on the opinions at the meeting, as a member of the Prime Minister's Administrative Reform Working Group, the Ministry of Planning and Investment noted the proposals, recommendations and solutions of the localities to report to the Working Group to further promote administrative reform in the coming time.

Regarding the tasks and focuses in the coming time, the Ministry of Planning and Investment and localities must continue to resolutely implement the key tasks on administrative procedure reform assigned by the Government and the Prime Minister in 2024 in Resolution No. 01/NQ-CP, 02/NQ-CP, Decision No. 104/QD-TTg dated January 5, 2024 on the Administrative Procedure Reform Plan for 2024, Directive No. 16/CT-TTg dated May 20, 2024. In particular, regarding the reform of administrative procedure regulations, the Ministry and localities continue to complete the assessment of the impact of administrative procedure regulations to ensure that only regulations that are truly necessary, reasonable, legal and cost-saving for society are issued.

At the same time, continue to reduce and simplify business regulations; decentralize administrative procedure settlement; simplify administrative procedures and citizen papers related to residents; review and simplify internal administrative procedures; strictly implement the announcement, public disclosure and transparency of all administrative procedures according to regulations; digitize records and results of administrative procedure settlement according to regulations; promote the provision of online public services./.
