Implementing salary policy reform synchronously, uniformly, comprehensively and effectively

This is one of the key contents in 2024 of the Ministry of Home Affairs. This content was emphasized by Minister of Home Affairs Pham Thi Thanh Tra in a recent exchange with the press, according to the Ministry of Home Affairs Information Portal.

Accordingly, Minister Pham Thi Thanh Tra said that, promoting the results achieved in the past year, in 2024 the Ministry of Home Affairs proposed the motto of action "Discipline, exemplary, professional, effective" to create positive changes and transformations in all areas of the Home Affairs sector.

Focusing on the following tasks and solutions: continuing to advise on promoting decentralization and delegation of power between the Government, the Prime Minister with ministries, branches and local authorities; promoting the arrangement of the organizational apparatus.

The focus is to review, arrange, consolidate, and streamline the focal points within state administrative agencies and public service units from central to local ministries and branches; advise and submit to competent authorities to synchronously, uniformly, comprehensively, and effectively implement salary policy reform from July 1, 2024, in which coordinate with relevant agencies to issue documents guiding the implementation of the new salary regime according to Resolution No. 27-NQ/TW of the 12th Central Executive Committee.

The Minister of Home Affairs also said that he will comprehensively prioritize and concentrate resources on the work of building and perfecting institutions and policies in the field of Home Affairs, focusing on innovation, improving the quality and efficiency of organizational structure, staffing; public service, civil servants; building local governments, improving the quality and efficiency of communal-level government operations.

Research and propose amendments to the Law on Government Organization, the Law on Local Government Organization, the Law on Cadres, Civil Servants and the Law on Public Employees to meet the requirements of building a state administration in the new situation.

Perfecting the model of civil service regime according to job position

Another task and solution also mentioned by the Minister of Home Affairs is to promote reform of public service and civil servants, basically perfecting the model of public service regime according to job positions; perfecting standards, titles of civil servants and standards of titles of leaders and managers of civil servants at all levels;

Implement regulations on regimes and policies to discover, attract and make use of talents; encourage dynamic, creative cadres who dare to think, dare to do, dare to make breakthroughs for the common benefit; build and perfect mechanisms and policies to connect cadres and civil servants at the commune level with those at the district and provincial levels to build a common civil service regime.

Resolutely decentralize and delegate power between the Government, the Prime Minister with ministries, branches and local authorities to remove bottlenecks, promote dynamism, creativity and autonomy of localities; promote the implementation of the arrangement of internal apparatus of agencies and units towards streamlining, effective and efficient operations, focusing on reviewing and arranging public service units of ministries, branches and localities; resolve the redundant staff, civil servants and public employees after the arrangement of apparatus and administrative units at all levels.

The Ministry of Home Affairs also said that it will continue to effectively implement the overall program of state administrative reform; promote administrative reform, especially administrative procedure reform, institutional reform, reform of apparatus organization, public service, civil servants and build and develop e-Government, digital Government; innovate, improve the quality and efficiency of assessing the PAR INDEX and SIPAS Index.

Synchronously, resolutely and effectively implement the Conclusion of the Politburo and the Resolution of the National Assembly Standing Committee, the Resolution of the Government on the arrangement of administrative units at district and commune levels for the 2023-2025 period.

In particular, the arrangement of administrative units at district and commune levels will be completed before the fourth quarter of 2024 to stabilize the organization of local party congresses at all levels in 2025.
