Ministry of Home Affairs: Training and guidance on implementing the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas by 2025

(laichau.gov.vn) This morning (September 24), in Lai Chau province, the Ministry of Home Affairs organized a training conference for cadres and civil servants working on ethnic affairs in the provinces in the Northern mountainous region to guide the implementation of the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas by 2025. Deputy Minister of Home Affairs Nguyen Thi Ha attended and delivered the opening speech.

Attending the training conference were comrades: Tong Thanh Hai - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of Lai Chau Provincial People's Committee; Tran Viet Thang - Deputy Director of Lai Chau Provincial Department of Home Affairs; over 200 delegates representing agencies and units: Department of Ethnic Minorities and Religions; Department of Home Affairs; Propaganda and Mass Mobilization Committee; Provincial Military Command; Provincial Police; Vietnam Fatherland Front Committees of provinces and commune and ward-level officials and civil servants assigned to monitor the implementation of ethnic and religious work in 15 provinces in the Northern mountainous region.

Speaking at the opening of the Conference, Comrade Nguyen Thi Ha - Deputy Minister of Home Affairs emphasized: The National Target Program for Socio-Economic Development in Ethnic Minority Areas for the 2021-2030 period, Phase I: From 2021 to 2025 is the first National Target Program on a very large scale specifically for ethnic minority and mountainous areas, becoming an important decision in concretizing the policies and orientations of the Politburo . The promulgation and implementation of the Program is very necessary and timely, meeting the practical requirements and legitimate aspirations of the people, and is supported by the entire political system. The initial results have made an important contribution to the task of maintaining national defense, ensuring security, strengthening the great national unity bloc, stabilizing politics from the grassroots, and deepening the people's trust in the Party and the State.

Deputy Minister of Home Affairs Nguyen Thi Ha requested the reporters to convey the most core and basic contents, especially the lessons and experiences of localities that have done well and effectively, to give time for delegates to exchange, discuss and ask and answer questions. Speaking at the Conference, Comrade Tong Thanh Hai - Permanent Vice Chairman of Lai Chau Provincial People's Committee emphasized: Implementing Decision No. 1719/QD-TTg of the Prime Minister, in recent times, Lai Chau province has continued to promote the implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas, focusing on overcoming difficulties in infrastructure, improving people's lives, solving urgent problems in the locality with specific projects, contributing to narrowing the development gap between regions, improving the quality of life for ethnic minorities. Thereby, it has created a change in awareness, changing the "thinking and way of doing" of the people, contributing to strengthening the people's trust in the Party and the State; Continue to consolidate and build strong grassroots political nuclei and systems, maintain political security, social order and safety, ensure national border security, build a border of peace, friendship, cooperation and development; consolidate and strengthen the great solidarity bloc of ethnic groups.

The Standing Vice Chairman of Lai Chau Provincial People's Committee hopes that with their extensive knowledge and extensive experience, the lecturers will select the most important, practical and core contents to convey, equipping some contents and tasks assigned in the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas to train the trainees; at the same time, answering the difficulties and problems in the operation of the 2-level government in implementing the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas directly related to the commune, ward and special zone levels, especially the communes in the mountainous provinces. Representative of the National Office for Ethnic Minorities and Mountainous Areas - Ministry of Ethnic Minorities and Religions delivered a presentation at the Conference.

At the Conference, delegates were trained on the following topics: Results of the implementation of phase I: From 2021-2025 of the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas; Directions, tasks and solutions for implementation in the 2026-2030 period in the context of a two-level local government. Management information system of the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas for the 2021-2030 period; issues that need attention and implementation. Current status of ethnic minority cadres and civil servants in state administrative agencies at all levels; issues, solutions and recommendations; cadres and civil servants in the context of a two-level local government model; assessment of the legal system related to ethnic groups and ethnic affairs of the Party and State in recent times. At the same time, exchange, discuss, resolve difficulties and problems, and share experiences in the process of implementing the Program.

The training conference is expected to take place until September 25, 2025.
