The Ministry of Natural Resources and Environment issued a document consolidating the Circular regulating the preparation of land use plans and granting of certificates of land use rights for agricultural and forestry companies.

Specifically, Circular No. 07/2015/TT-BTNMT dated February 26, 2015 of the Minister of Natural Resources and Environment regulating the preparation of land use plans; preparation of land use boundary records; measurement and cadastral mapping; determination of land rental prices; land allocation, land lease and issuance of certificates of land use rights, house ownership rights and other assets attached to land for agricultural and forestry companies, effective from April 15, 2015, is amended and supplemented by the following Circulars: Circular No. 09/2021/TT-BTNMT dated June 30, 2021 of the Minister of Natural Resources and Environment amending and supplementing a number of articles of the circulars detailing and guiding the implementation of the Land Law.

Circular No. 11/2022/TT-BTNMT dated October 20, 2022 of the Minister of Natural Resources and Environment amending and supplementing a number of articles of a number of circulars related to business activities within the scope of state management functions of the Ministry of Natural Resources and Environment.

Regarding the scope of regulation, this Circular regulates the preparation of land use plans; preparation of land use boundary records; measurement and establishment of cadastral maps; determination of land rental prices; land allocation, land lease and issuance of Certificates of land use rights, house ownership rights and other assets attached to land for companies implementing the arrangement, innovation of organization, management mechanism and policies according to the provisions of Decree No. 118/2014/ND-CP dated December 17, 2014 of the Government on arrangement, innovation and development, improving the operational efficiency of agricultural and forestry companies.
