At the announcement ceremony, Mr. Tong Ngoc Thanh, General Director of the National Center for Water Resources Planning and Investigation, introduced the full text of the 03 Decisions of the Prime Minister on the Integrated Planning of River Basins for the period 2021 - 2030, with a vision to 2050" for 3 river basins, including: Ma River, Huong River and Dong Nai River. Accordingly, the goal of planning the above river basins is to ensure water security in the river basin and the entire planning area; store, regulate, distribute water resources fairly, reasonably, exploit, use water economically and effectively in conjunction with protecting and developing water resources sustainably to meet the water needs of people, socio -economic development, ensure national defense, security, protect the environment, and preserve ecosystems.

The planning also aims to protect water resources, prevent degradation, depletion, pollution of water resources and harmful effects caused by water, and has a roadmap to restore degraded, depleted, and polluted water resources, meeting the requirements of integrated water resources management according to river basins and adapting to climate change.

In particular, the above plans are expected to gradually implement the goal of national digital transformation on the basis of building and operating a water resources information and data system, ensuring connection with the environmental resources information system and sectors that exploit and use water.

Speaking at the Conference, Minister Dang Quoc Khanh said that the approval of the Master Plans for the Ma, Huong and Dong Nai River basins by the Prime Minister will mark an important step in water resources management, especially when the Law on Water Resources was passed by the National Assembly on November 27, 2023 with the overall goal of ensuring water security in river basins, storing, regulating and distributing water resources in a fair and reasonable manner; exploiting and using water resources economically and effectively in association with protecting and developing water resources sustainably; meeting water needs for people's lives, socio-economic development, ensuring national defense, security, environmental protection, conserving ecosystems, vegetation and biodiversity.

According to Minister Dang Quoc Khanh, the Plans will be an important basis, serving very effectively the work of managing, protecting, regulating, distributing, preventing and overcoming the harmful effects caused by water in river basins, aiming at water resources in river basins being managed and protected as public assets and in accordance with the value of water resources in socio-economic development activities of localities in the three river basins.

In addition, Minister Dang Quoc Khanh said that the public announcement of the Plans will ensure the legitimate rights and interests of the people and businesses, and at the same time help state management agencies improve the effectiveness of state management, develop good programs and plans, thereby helping people and businesses trust the management activities of competent agencies and the state.

Therefore, to ensure that the master plans for the Ma, Huong and Dong Nai river basins are implemented synchronously, effectively and efficiently, achieving the goals by 2030 and the vision to 2050, Minister Dang Quoc Khanh suggested that based on the contents of the river basin plans, specialized units of the Ministry of Natural Resources and Environment proactively develop plans to implement the plans and organize the implementation of the plans; inspect and supervise the implementation; periodically assess the implementation status and review and adjust the plans according to regulations.

Actively coordinate with specialized units in the Ministry to propose solutions to protect water resources, renovate and restore degraded water resources, promptly research and develop a system of decision support tools to regulate and distribute water resources; operate inter-reservoirs in real time to gradually move towards managing and regulating water resources based on planning using digital tools.

With the view that water resources are managed comprehensively according to river basins, with consistency in quantity and quality, between surface water and groundwater, between upstream and downstream, between regions and between localities in the same basin, the Minister requested that the management agencies of the Ministry must further strengthen coordination and cooperation with ministries, branches and localities, clearly define responsibilities so that water resources management will ensure the purposes and requirements of each river and each locality, propose solutions to protect water sources, renovate and restore degraded, depleted and polluted water sources, "revive dead rivers", thereby making important contributions to socio-economic development while still being associated with environmental protection and adaptation to climate change.

In addition, Minister Dang Quoc Khanh also suggested that it is necessary to strengthen inspection and supervision to both prevent violations and have overall assessments and propose solutions to advise policies for the Ministry and the Government to promptly respond to practical situations to ensure harmonious interests between the State, people and businesses.

The Minister also requested that specialized units proactively coordinate with press agencies to disseminate key contents of the Plan and act as a feedback channel for the Ministry so that the Plans can be effectively implemented.

Minister Dang Quoc Khanh believes that close cooperation between units and agencies will be a solid foundation for building quality-assured plans, creating a premise for exploiting, using and protecting water resources economically, effectively and sustainably, contributing to the successful implementation of socio-economic development goals in accordance with the policies of the Party and State.

The planning scope includes: the entire area of ​​the Huong River Basin and its vicinity within the administrative boundaries of Thua Thien Hue province and Da Nang city with a total area of ​​4,648 km2 and is divided into 10 planning sub-regions including: North Bo River Delta; South Bo River Delta and North Huong River Delta; Upper Bo River; South Huong River Delta and its vicinity; Huu Trach River Basin; Ta Trach River Basin; O Lau and its vicinity in Thua Thien Hue; Truoi River Basin; Bu Lu River Basin; A Sap River Basin.

The general objective of the Plan is to ensure water security in the river basin, store, regulate and distribute water resources fairly and reasonably, exploit and use water economically and effectively in conjunction with protecting and sustainably developing water resources to meet people's water needs, develop the economy and society, ensure national defense, security, protect the environment, preserve ecosystems, vegetation cover and biodiversity.

Decision No. 22/QD-TTg dated January 8, 2024 approving the Master Plan for the Dong Nai River Basin for the period 2021 - 2030, with a vision to 2050. The Decision clearly states that the planning scope includes the Dong Nai River Basin area within the administrative boundaries of Ho Chi Minh City and the provinces of Dong Nai, Binh Duong, Binh Phuoc, Tay Ninh, Ba Ria - Vung Tau, Dak Nong, Lam Dong (excluding the area belonging to Long An province included in the Master Plan for the Mekong River Basin) and the areas of Ninh Thuan and Binh Thuan provinces that receive water from the Dong Nai River Basin (hereinafter referred to as the planning area) and is divided into 06 planning sub-regions, including: the upper Dong Nai River; the lower Dong Nai River; the Saigon River - upper Vam Co; the Be River; the La Nga River and coastal vicinity.

The planning scope includes the entire area of ​​the Ma River Basin located within the territory of Vietnam under the administrative boundaries of the provinces: Dien Bien, Son La, Hoa Binh, Thanh Hoa and Nghe An with a total area of ​​17,653 km2 and is divided into 08 planning sub-regions including: upper Ma River; middle Ma River; South Ma River - North Chu River; North Ma River; Buoi River Basin; Am River Basin; upper Chu River; South Chu River.

The general objective is to ensure water security in river basins, store, regulate and distribute water resources fairly and reasonably, exploit and use water economically and effectively in conjunction with protecting and developing water resources sustainably to meet people's water needs, develop socio-economy, ensure national defense, security, protect the environment, conserve ecosystems, vegetation cover and biodiversity. Protect water resources, prevent degradation, depletion, pollution of water resources and harmful effects caused by water in conjunction with economic development, environmental protection, heritage, and historical and cultural relics; have a roadmap for restoring degraded, depleted and polluted water resources, meeting the requirements of integrated water resource management in river basins and adapting to climate change.
