Minister of Education and Training Nguyen Kim Son has just issued a decision on the plan of tasks and key solutions for the 2023-2024 school year of theeducation sector. Accordingly, the theme of the school year is: "Solidarity, discipline, creativity, continuing to innovate, improving the quality of education and training" with 12 key tasks.

There are policies to help teachers feel secure in their work.

The Minister of Education and Training requested to continue reviewing the number of staffing quotas and the current number of teachers in localities to coordinate with the Ministry of Home Affairs to report to the Central Government to supplement the education sector's staffing for the 2023-2024 school year in the total number of teachers to be supplemented by 2026 according to Decision No. 72-QD/TW dated July 18, 2022 of the Politburo.

"Localities must recruit all assigned teacher positions, prioritizing the recruitment of preschool and primary school teachers who are still lacking; arrange and regulate teachers among local educational institutions to ensure reasonableness, overcome the local shortage of teachers; arrange enough teachers to teach foreign languages ​​and information technology to implement the 2018 General Education Program," the decision stated.

In addition, localities have the responsibility to research and develop policies to attract and create sources of teacher recruitment and support, creating conditions for teachers to feel secure in their work.

Continue to implement the roadmap to improve the training standards of preschool, primary and secondary school teachers; focus on implementing regular training, improving management and teaching capacity to meet the requirements of principal standards, professional standards for teachers at preschool and general education levels and implementing the 2018 General Education Program.

Implement teacher training in line with demand to ensure adequate structure, quantity and quality to meet the requirements of educational innovation. Effectively implement the project to improve the capacity of lecturers and managers of higher education institutions to meet the requirements of fundamental and comprehensive innovation in education and training in the period 2019 - 2030.

The Minister also requested the local education and training sector to advise all levels and sectors to supplement the regular budget for educational institutions to ensure that spending on teaching and learning activities reaches a minimum rate of 19% of total regular expenditure (excluding expenditure from tuition fees) as prescribed in Decision No. 30/2021/QD-TTg dated October 10, 2021 of the Prime Minister.

Nationwide, there are still more than 74,000 local staffing targets that have not been filled.

Statistics from the Department of Teachers and Education Management (Ministry of Education and Training) show that by the end of the 2022-2023 school year, the country will recruit more than 17,000 public teachers. However, there are still more than 74,000 positions assigned to localities that have not been recruited.

Meanwhile, according to preliminary statistics based on industry data, the country is currently short of 118,253 teachers. The number of teachers in short supply increased by 11,308 compared to the 2021-2022 school year (preschool increased by 7,887, primary school increased by 169, secondary school increased by 1,207, high school increased by 2,045).

The Ministry of Education and Training said that the implementation of the policy of reducing 10% of the staff in administrative and public service agencies in many localities is still being carried out mechanically. Some localities even do not recruit new teachers to implement the policy of reducing 10% of the staff.
