Minister of Agriculture and Rural Development Le Minh Hoan "opens his heart" about the possibly historic moment related to storm Yagi

The story of Typhoon Yagi teaches us that we need to restructure the entire agricultural sector system to adapt sustainably. The rafts in Van Don, Quang Ninh need to be stronger and the ports need to be able to withstand higher levels of storms.


Speaking at the end of the discussion session on the Socio-Economic Situation in 2024 and Forecast for 2025, Minister of Agriculture and Rural Development (MARD) Le Minh Hoan shared a related story of the agricultural sector about lessons learned after dealing with super typhoon Yagi, which devastated up to 30% of the territory.

There is no best solution, only the choice of the least damage.

According to Minister Le Minh Hoan, Typhoon Yagi left us with many lessons with the participation of the whole society, of hundreds of thousands of armed forces, police, military , and volunteers clinging to the dike and lake.

“There were very difficult times,” Mr. Hoan said: “There were problems at moments that could be historic for us to hesitate about solutions.”

According to Mr. Hoan: "As the Prime Minister said, there are times when there is no perfect solution, only a solution chosen to minimize damage."

“I would also like to share with you once again the losses and damages of the people as well as businesses in all sectors and fields of the agricultural sector,” Mr. Hoan mused: “If we come directly to witness the losses and pain at the scene, we will see that the aftershocks are still too great.”

Mr. Hoan expressed his thanks to the localities for proactively taking action, and to the leaders of the central ministries and branches for their timely coordination during the country's difficult time, when the storm's coverage covered 30% of the country's area.

The leader of the Agriculture and Rural Development sector emphasized: Typhoon Yagi shows us that climate change is not a distant story, but even countries with potential in science and technology, disaster response or economic potential must still cope with disasters and still receive the shocks of natural disasters.

We must recognize after Typhoon Yagi that we need to improve disaster prevention and response and adapt to climate change.

“We must upgrade all our thinking about disasters and natural disasters to a higher level and handle more advanced situations, including infrastructure, standards, regulations, and planning for coastal localities…”, Mr. Hoan said.

Regarding Decree 02 on supporting people for too long, Mr. Hoan informed: The Ministry of Agriculture and Rural Development has submitted to the Prime Minister 2 draft Decrees, one Decree on supporting agricultural production damaged by natural disasters as well as plant pests and diseases and one Decree related to animal diseases.

The Prime Minister is also taking the approach of ministries and branches that "it is impossible to fully compensate" all the losses of the people, but also not leaving too much of a gap between the disadvantages and damages of the people.

Besides, it is necessary to design policies to avoid exploitation, profiteering, and to avoid making it difficult for those who suffer losses, because this is a very big problem.

Regarding agricultural insurance, the Minister of Agriculture and Rural Development emphasized: After Typhoon Yagi, we also sat down and are redesigning the draft, submitting it to the Ministry of Finance to amend Decree 58 on agricultural insurance.

“Never before have we seen how necessary agricultural insurance is for us as it was after Typhoon Yagi,” said Mr. Hoan.

“The lesson learned from Typhoon Yagi is that the entire agricultural sector system must be restructured for sustainable adaptation. The rafts in Van Don, Quang Ninh need to be more sturdy and the ports need to be able to withstand higher storm types and levels,” said the Minister of Agriculture and Rural Development.

Regarding sustainable aquaculture development, Minister Hoan informed that today, November 4, the Prime Minister has just signed Official Dispatch No. 111 on continuing to have drastic solutions for sustainable aquaculture development.

“The issue of sustainable development of our marine resources is important. IUU is a step for us to move towards sustainable development, because the three illegal, unregulated and unreported actions are all included in Article 10 of the 2017 Fisheries Law, which means that the law also regulates those three actions, but for many reasons we do not enforce them.

I affirm that the EU recommendations have been greatly improved, this is the effort of the entire political system from the central to local levels, the strong direction of the Prime Minister, Deputy Prime Minister as well as the local leaders. This has been noted by the EU inspection team, we must join forces in this final period.
