On May 10, the Government Office delegation led by comrade Tran Van Son, member of the Party Central Committee, Minister, Head of the Government Office , worked with the province on the situation of production, business, public investment, infrastructure construction and import and export. At the meeting, Comrade Pham Dinh Nghi, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee reported on the results of the implementation of the province's socio-economic development tasks. According to the report of the Provincial People's Committee, in the recent period, despite many difficulties in the context of the global economic recession, with the attention and direction of the Central Government, together with the efforts and determination of the entire political system in the province, the political, economic and social situation of the province has been stable, the investment environment has been increasingly improved, the socio-economic infrastructure has been strengthened, the construction of new rural areas has achieved many outstanding achievements, the material and spiritual life of the people has been significantly improved, and the appearance of the countryside has changed completely. Currently, businesses, especially textile and garment businesses, are facing difficulties due to lack of orders; the value of import and export of goods has decreased compared to the same period last year. The disbursed state budget capital by the end of April 2023 was VND 1,851,413 billion, reaching 21.6% of the annual plan. The province is implementing on schedule the approved 2 transitional projects allocated with central budget capital (including the development axis road project connecting the Nam Dinh province's marine economic zone with the Cau Gie - Ninh Binh expressway and the Quan Vinh fishing port project); actively implementing 5 projects under the Socio-economic Recovery and Development Program; speeding up construction and disbursing on schedule local budget investment projects with a total investment of over VND 100 billion...

In order for Nam Dinh to successfully carry out its political tasks, especially promoting economic development, the province proposes to the Government, the Prime Minister, and central ministries and branches a number of contents including: Support the province to accelerate the establishment of the province's Master Plan; guide the province to carry out procedures to resolve difficulties in handing over the site of My Trung Industrial Park; remove difficulties in changing the investment plan of the Thermal Power Plant Project in Hai Hau according to modern technology. Decentralize to the provincial People's Committee to decide on the investment policy for infrastructure of industrial parks under 300 hectares according to the planning approved by competent authorities. Decentralize or authorize the Department of Industry and Trade of provinces and cities to issue procedures for origin of goods. Research and consider early permission to use sea sand for filling traffic works. Propose to extend the disbursement time of capital sources under the Socio-Economic Recovery and Development Program until the end of 2024 because it is necessary to carry out many procedures according to regulations, which takes a lot of time. Consider and increase the target for converting rice land to non-agricultural land to meet the development needs of the province. For cases of converting the purpose of use of 10 hectares or more of rice land within the total area of rice land allowed to convert land use purposes according to the allocation of planning targets and land use plans of the province approved by the Prime Minister, it is proposed to assign the decision to the Provincial People's Council, without having to request the Prime Minister's approval. Specify the adjustment conditions and documents of the simplified detailed planning adjustment project for projects that have been and are being implemented. Consider adjusting and reducing lending interest rates for production and consumption to support people and businesses.

Representatives of leaders of central ministries and branches focused on analyzing difficulties and problems and proposed tasks and solutions that Nam Dinh needs to implement to overcome difficulties, improve the effectiveness of economic development tasks, construction investment, and public investment disbursement.

Concluding the working session, Minister and Chairman of the Government Office Tran Van Son highly appreciated the results of the province's socio-economic development tasks in recent times, especially ensuring a good economic growth rate and a high rate of public investment disbursement in the context of many difficulties in the first months of 2023 nationwide. After listening to the province's report, opinions of ministries and branches and field inspections, comrade Tran Van Son requested Nam Dinh province to carry out a number of key tasks including: actively handling and completing procedures, preparing related conditions to soon start construction of the Ninh Binh - Nam Dinh - Thai Binh expressway. Continue to improve the quality of administrative reform, improve the investment and business environment; strengthen coordination with central ministries and branches to more effectively support businesses in removing difficulties, promoting investment and consuming products. Resolutely and quickly disburse public investment capital sources.

The Minister and Head of the Government Office also requested that central ministries and branches pay attention to and support Nam Dinh in resolving difficulties and problems as proposed, especially in completing the construction of the province's Master Plan, supporting businesses in consuming products, developing production and business. For recommendations beyond the authority of ministries and branches, the Government Office will synthesize, report, propose to the Government, the Prime Minister, and submit to the National Assembly for consideration, and have a plan to direct and support the province in resolving them.
