On the morning of June 16, the National Assembly discussed two resolutions in the field ofeducation, including: Draft Resolution of the National Assembly on exemption and support of tuition fees for preschool children, general education students, and people studying general education programs at facilities in the national education system and Resolution of the National Assembly on universalizing preschool education for preschool children from 3 to 5 years old.

Minister of Education and Training Nguyen Kim Son said that the Ministry of Construction drafted the two resolutions with enthusiasm, because during the process, it received support from the people with the hope that the resolutions would quickly come into effect.

According to the Minister, currently, there are 38 countries in the world that exempt all tuition fees for preschool students (mostly high-income countries); there are 90 countries that partially exempt or provide support for different groups of subjects.

Regarding Vietnam, the Minister said that the economic potential still has many difficulties, with many tasks to invest, the average income is not high, but the Politburo, the Secretariat, the Government, and the National Assembly are very united in implementing tuition exemption. This shows the concern and efforts in developing education and creating conditions for children to access education, reducing the burden on parents.

In response to concerns raised by some National Assembly deputies about the method of tuition support for students at non-public educational institutions, the Minister said that any payment method has its own advantages and disadvantages. Regarding this issue, the Government will provide appropriate technical regulations.

Explaining why payments were made to parents and guardians, the Minister of Education and Training said that in non-public schools, parents pay higher tuition fees, so the level of support is naturally higher than in public schools. The state supports to partially compensate for the tuition fees parents have paid. This is feasible because the database of preschool students is complete.

Regarding the determination of support levels for students in localities, Mr. Nguyen Kim Son said that the regulations on tuition fees in Decree No. 81/2021 and Decree No. 97/2023 are divided into three regions (urban, plain, mountainous and border islands, and disadvantaged areas), based on the cost of living, different tuition fees will be collected.

To implement tuition exemption for the next school year, the Ministry of Education and Training is actively developing a new decree to replace Decree 81/2021 and Decree 97/2023, expected to be issued in June, at the same time as the National Assembly passes a resolution on tuition exemption and support for preschool children and general education students.

It is expected that the new resolution will stipulate a framework for three regions, both based on the floor and ceiling of tuition fees. Currently, when deciding on tuition fees, the People's Councils of provinces mostly calculate the floor for support.

“When calculating the 30,000 billion VND in total expenditure, it is all budget, either central or local. This figure takes into account the fact that there are currently 10 provinces and cities that have exempted tuition fees and implemented it using local budget sources,” the Minister informed.

For localities that have not yet balanced their budgets, Minister Nguyen Kim Son encouraged "no need to worry" because there are sources from the budget to compensate.

Regarding preschool education, the Minister is concerned about many "mosts" , which are the shortage of preschool teachers, the lowest salary, the highest labor intensity, pressure and hardship, so they need the most attention.

However, the Minister affirmed that this block is also receiving the most attention.

He shared that the moment at 8:41 this morning, when the National Assembly pressed the button to pass the Law on Teachers, was a very important event for the entire education sector. On behalf of 1.6 million teachers nationwide, the Minister thanked the Politburo, the Secretariat, the National Assembly, the Government and the people for always paying attention to and accompanying the country's education cause.

He pledged that the education sector will make every effort to live up to the trust of the Party, State and people.
