The Prime Minister has just issued Directive No. 26 requesting ministries, branches and localities to strengthen conditions to ensure quality and effective implementation of tasks for the 2025-2026 school year.
This is the first school year taking place in the context of the whole country completing the arrangement and merger of administrative units and implementing the two-level local government model, and is also the first school year implementing Resolution No. 71 of the Politburo on breakthroughs in education and training development.
The Prime Minister requested the Ministry of Education and Training to preside over and coordinate with relevant ministries and agencies to guide localities in recruiting, arranging, and mobilizing teachers and school staff to ensure sufficient quantity according to regulations.

At the request of the Government leaders, the Ministry also needs to have solutions to overcome the shortage of teachers, not allowing the arrangement of the organizational apparatus to create a shortage of teachers, affecting the learning of students. In particular, the Prime Minister noted that the arrangement of teachers must meet the requirements of teaching 2 sessions/day.
The Prime Minister also requested the implementation of the policy of free tuition and lunch support for students, ensuring that all beneficiaries have timely access.
Another important task that the Government leaders have thoroughly grasped is to build and develop a system of boarding schools for 248 border communes, initially focusing on investing in building or renovating 100 schools, starting construction in October.
Along with that, the Prime Minister requested a strong shift to modern, active educational methods, enhancing self-study, creative experiences, guiding students to develop independent thinking and problem-solving skills; improving foreign language skills, especially English, gradually making English the second language in schools.
Implementing the arrangement and restructuring of higher education institutions; merging and dissolving lower-standard higher education and vocational education institutions is also a requirement set forth by the Prime Minister.
The Prime Minister directed to strengthen State management of higher education institutions, and study the transfer of some universities to local management to improve management efficiency and better meet local human resource training requirements.
For localities, the Prime Minister requested to arrange land funds and mobilize all resources to build and upgrade schools, classrooms, subject rooms, libraries, and toilets for educational facilities in the area.
“Resolutely overcome the shortage of schools and classrooms; prioritize the development of schools and classrooms in urban areas, industrial parks, and densely populated areas, while paying attention to investment in areas with difficult socio-economic conditions,” the Prime Minister’s Directive clearly stated.
In addition, according to the Prime Minister, it is necessary to universalize preschool education for children from 3 to 5 years old; fully and synchronously equip teaching equipment according to the 2018 General Education Program and digital transformation requirements.
The Prime Minister also directed localities to review and arrange surplus administrative headquarters due to the rearrangement to supplement facilities and schools for the education sector.
At the beginning of the new school year, the Prime Minister requested the People's Committees of provinces and cities to strengthen the direction, guidance, inspection and supervision of educational institutions in the implementation of financial management of revenue and expenditure, and the disclosure of revenues at the beginning of the school year. Along with that, the Government leader reminded the units to manage extra teaching and learning in accordance with regulations.
