Resolution 71 creates leverage for vocational education

The central role of vocational education

Resolution 71-NQ/TW, dated August 22, 2025 of the Politburo opens up a strategic vision to 2045 for the education sector. In particular, vocational education plays a key role in developing a highly skilled workforce. Quy Nhon College of Technology (Gia Lai province) is proactively taking advantage of this opportunity to continue to strengthen its vision, mission, and goals to create breakthroughs for development in the new period.

Master Pham Van Tuong, Principal of the school said: Resolution 71 The Politburo's Resolution clearly affirms the position of vocational education in the national education system: Preschool and general education are the foundation; vocational education is the key to training highly skilled workers; and universities play a core role in developing highly qualified human resources, promoting science , technology and innovation.

The resolution sets a target that by 2030, at least 80% of vocational training institutions will meet national standards, 20% will reach modern standards on par with Asia; the proportion of post-secondary learners will reach 50%; and the proportion of workers with college or university degrees or higher will reach 24%. These figures show a high priority for developing technical human resources, and at the same time, set out requirements for innovation in vocational schools.

Established more than half a century ago, Quy Nhon College of Technology is one of the first vocational training institutions in the country. In 2014, the school was approved by the Prime Minister to be in the group of 45 schools investing in becoming high-quality vocational schools. Since then, the school has developed its staff, facilities, training equipment, quality control and programs in the direction of strong connections with businesses, training linked to employment.

“We have a solid foundation with a team of experienced lecturers, many of whom were trained in advanced countries such as Korea, Japan, Australia and Germany. In addition, the province has allocated a land fund of more than 14 hectares, a very favorable condition in the new development context for the vocational education system,” said Mr. Tuong.

In recent years, the school's enrollment target has continuously exceeded the plan. For the 2025-2026 school year, the target is 1,200 college students. but has recruited more than 1,300, an increase of 14%, bringing the total training levels to nearly 2,500 students/year. That reflects the growing interest of learners and parents in vocational training.

The school has identified its strategic goal as focusing on developing key industries/occupations that are in line with modern industrial development trends such as: Mechatronics (automation), industrial electronics (semiconductor chips), integrated information technology (AI), renewable energy, machine manufacturing industry, welding technology, and automotive technology. The curriculum is compiled by the lecturers themselves, closely linked to production reality, and easy to access for students.

According to statistics, over 90% of engineering graduates have jobs with stable income. In addition, the school also builds a network of successful alumni to support and share experiences with the next generation, contributing to connecting training with the labor market.

Towards a regional center for high-quality vocational training and practice

Mr. Tuong said that Resolution 71 of the Politburo opens up many advantages, but also poses many challenges for vocational training institutions. If schools do not have breakthroughs, it will be difficult to succeed in the future. The characteristic of vocational training is that students are often disadvantaged and weaker than those at university level, many of them are shy and lack confidence. Therefore, schools always consider parents, students and businesses as "customers", building training policies on the basis of companionship and responsibility.

“For vocational education to develop, it needs a synchronous legal corridor on autonomous mechanisms, especially in enrollment, human resources and finance. When responsibilities are clear, schools can be proactive and creative,” Mr. Tuong emphasized.

In the period 2025-2030, Quy Nhon College of Technology aims to become a regional center for high-quality vocational training and practice in the Central region, taking advantage of its facilities, equipment, land fund, teaching staff and many years of reputation for training quality to attract learners. At the same time, the school continues to widely implement Resolution 71 of the Politburo to all staff and lecturers to unify awareness and action.

“We do not put too much pressure and expectation on ourselves, but we will make the most of the opportunities that Resolution 71 brings. This is an important boost for vocational education in general and Quy Nhon College of Technology in particular to develop strongly, contributing to training highly skilled human resources for the country in the integration era,” Mr. Tuong affirmed.
